North Stonington Affordable Housing Committee Agenda

1.      Members Present:  Mary Ann Ricker, Paul Bliven, Robert Mayne.  
        Guests Present:  Tom Zanarini

Meeting called to order at 6:09 PM

2.      Minutes of March 26, 2015 unanimously approved.
3.      Public Comment:  None
4.      101A Anthony Road.  Selectman needs to be called (again) to determine what the progress is on this property.  
5.      HUD Housing Rehab Grant
        a.      New application received as a result of the IKONS Newsletter.
        b.      Anyone qualifying for tax abatement also qualifies for the HUD grants.  First Selectman Mullane agreed to send information with tax abatement notices.
6.      Senior Citizen Housing
        a.      Chair Ricker attended conference sponsored by Home Connecticut.  There are no current programs available for funding of senior citizen housing.
7.      Milone MacBroom Incentive Housing Regs.
        a.      Tom Zanarini provided information about a report provided by this group.
8.      Mobile Display/Status Schedule
        a.      Currently at Chelsea Groton Bank, North Stonington
9.      New Business/Reports
        a.      Committee wishes to attain list of properties that could be converted to or currently meets the requirements for affordable housing whether town or privately owned.
        b.      Committee wishes to seek information about what programs exist for funding of Workforce Housing in CT.
        c.      New non-profit organization being formed in Stonington for development of affordable housing.
        d.      Tom Zanarini researched ordinances in other towns that assure units designated afforded remain so in perpetuity.
10.     Goal Progress
        a.      Housing Rehabilitation Program
        b.      Evaluate if tax delinquent properties can be repurposed as qualified affordable units
        c.      Educate potential homebuyers about assistance programs.
11.     Action Items
        a.      Propose the town passes an ordinance based on Chapter 203 Sec 12-81bb allowing affordable housing units to be automatically taxed at a lower rate.
