North Stonington Affordable Housing Committee

June 27, 2013

In Attendance:  Mary Ann Ricker, Tim Pelland, Kristen Comstock, and Michelle Brophy

Absent:  Tina DuBosque  and Jim Scaramozza

Guests: Juliet Leeming

Location:  Wheeler High School Media Center

The meeting was called to order by Co-Chairman Mary Ann Ricker at 6:00 PM.  By motion, minutes from the May 23, 2013 meeting were reviewed and ratified.

Juliet Lewis gave an overview of the Plan of Conservation and Development and, in particular, the housing chapters to same and goals and objectives  therein.  Juliet requested that the Committee members provide comments to same.

Mary Ann Ricker indicated that she  is waiting to hear back from Leslie Higgins Biddle of Local Initiatives Support Corporation (LISC) about the Town’s potentially establishing a program affording resident certain tax relief in the form of tax abatement in exchange for one’s restricting his or her home for affordable housing purposes (and pursuant to State affordability housing guidelines).  A meeting with LISC, the Board of Selectmen (BOS) and Committee will be pursued after follow up with Ms. Biddle is achieved.  Mary Ann Ricker also spoke with the First Selectman about this as well as so-called “steap grants”.  As to who might right the applications for such grants, Larry Wagner (out of Waterbury) often writes on behalf of small communities for purposes of applying for such grants.  It was also discussed amongst the committee members the number of senior citizens that have applied for tax credits.  Follow up with Nick before the next BOS meeting about the foregoing was planned too.

It was reported that official word regarding the status of grants previously submitted remain pending.

It was then discussed that the $1,000 in the budget and earmarked for affordable housing is now gone.  The Committee needs to reapply for these  funds.  Use, as previously discussed, will be for a traveling display, a monitor.  Committee members were going to investigate about graphics, and technology too.

The next meeting is scheduled for August 22, 2013 at 6:00 p.m. at Wheeler High School Media Center.

With no further action items in which to discuss, a motion for the meeting’s adjournment was made and seconded and thereafter approved. Accordingly, the meeting was adjourned by our co-chair Mary Ann Ricker at approximately 7:40 pm.
