North Stonington Affordable Housing Committee

August 23, 2012

In Attendance:  Mary Ann Ricker, Kristen Comstock, Michelle Brophy

Absent:  Tony Rose, Tim Pelland, Jim Scaramozza

Guests: Juliet Leeming  

Location:  Wheeler High School Media Center

There was not a quorum, therefore an official meeting was not held, however, we had a discussion and the following notes reflect the conversation.

Update:
Heidi Samokar will be meeting with the Council of State Government.

Juliet was given a Land Use Map from the COG.  After reviewing we are suggesting that the town add” mixed use” to the areas that are being considered for consolidation and consider the use of deed restrictions.  We feel as through these strategies may be more palpable for P&Z than 830G and Inclusionary Zoning.

Plan of Conservation and Development- the workgroup is planning to hold focus groups on topics that may be on interest to community members.  Some potential topics include:
  • Property taxes and the potential for them to be raised to the point where property values down due to the high tax rate.
  • Changes in property values and land use due to wet lands, etc.
  • Developing a build out analysis – can be used to address the number of units needed.
Other areas to review:
State Plan
Environmental Constraints
Regulatory Constraints
Sewers – cost is $1.3 million, could potentially be paid by a developer
Simplifying the uses in town by not naming specific categories


Wintechop – 8 acres of the donated land is being challenged by the eastern Pequots, we are not sure were this will lead, possibly archeological digs, however, we feel as though the Planning Studio at Uconn should move forward with the plans to walk the property and develop a plan.  The fee is $500.

Michelle sent pictures and a narrative to Juliet of the Tiverton project that could be replicated at Wintechop.  Juliet was able to connect with the developer.

Holly Green- this may be a potential model for mixed use with housing over the commercial.  We will gather some examples and pictures for future discussions.  Michelle will look for examples in East Greenwich, RI.
The next meeting is scheduled for September 27th at 6:00.
