North Stonington Affordable Housing Advisory Committee

Given the absence of both chairpersons, the meeting was called the meeting to order at 6:30 PM. It was moved, seconded and carried to formally approve the minutes of the Dec. 21, 2010 meeting.
The committee discussed the issues of our present schedule of meetings; there are several members with conflicts and other commitments with our current schedule.  The committee agreed to discuss the need to change the current schedule with all members, via e-mail, and change the planned meetings to the fourth Thursday of each month, with meetings to begin at 6:00.  Stella Neves-Elbaum will make arrangements with the Board of Education office for this change of date and time; location to remain the same.  The Town Clerk will be notified of the changes and a copy of the revised Schedule of meetings is attached to these minutes.
The committee discussed the planning of a town-wide workshop on affordable housing for our citizens to learn more about programs available including tax incentives, home repairs and mixed income senior housing.  A tentative date of Saturday, March 26, 2011, 10:00 AM – 12 Noon has been set.   A venue is to be decided at next month’s meeting, when an invitation to participate will be prepared and sent to NS Planning & Zoning Commission, the EDC, the BOS and other interested groups.  Administrative details will be addressed at that time, and a press release will be prepared.
The committee agreed to invite Julie Savin, John Olsen, Leslie Higgins-Biddle, Patricia Spring from the CT Housing Coalition, and  Nancy MacMillan  from SECHA to our next meeting to help in planning the workshop.
Juliet Leeming notified the committee that she has included in the Town Planning and Zoning annual budget funds for procurement of a consultant to develop a consolidated/ master housing plan for NS. We will work with her on developing an RFQ to help identify what we want included in the master housing plan.
Robert Fusari of HOPE Partnership has agreed to meet with the committee and Juliet Leeming on Feb. 1, 2011, 2:00 pm, at Town Hall to review the town-owned land that we have discussed as possible sites for affordable housing development.  The entire committee is welcome to participate, if possible, and we will walk the land with Mr. Fusari, weather permitting.


There being no other matters in which to discuss, a motion was made and thereafter seconded that the committee meeting be adjourned at 7:15PM.
The next meeting will be held Wednesday, Feb. 16, 2011, at 6:30 PM at the Wheeler High School Media Center.
