North Stonington Affordable Housing Advisory Committee

May 26, 2011

In Attendance:  Tim Pelland, Michelle Brophy, Mary Ann Ricker, Stella Neves-Elbaum, James Scaramozza

Absent:  none

Guests:  Juliet Leeming Marilyn Mackay

Location:  Wheeler High School Media Center

The meeting was called to order by Chairman Tim Pelland at 6:00 PM.  It was moved. Seconded and carried to formally approve the revised minutes of the April 28, 2011 meeting.

The committee reviewed the response from the community to the April 30, 2011   town-wide workshop on affordable housing for our citizens and elected officials. The Community TV video of the program was discussed, with plans by Tim Pelland to have the video placed on the YouTube website, so it can be linked easily to the North Stonington Town website and the North Stonington Bulletin Board. Juliet Leeming will have copies of the video sent to members of the Town Planning & Zoning Commission. Marilyn Mackay will get a copy to Wheeler Library with a poster that explains Affordable Housing to the community.

The Planning & Zoning Commission will meet on June 2, 2011.  Mary Ann Ricker and Michelle Brophy will attend that meeting to discuss the need for Senior Housing Regulations for our community. There was discussion about a possible Senior Housing project that would include affordable housing units on a parcel of land behind the Bellissimo Hotel on Rte 2.

The draft of the RFQ   Affordable Housing Comprehensive Housing Plan was discussed. and recommendations for goals & objectives to be included in a Master Plan. The committee agreed to review the draft, and make suggestions and recommendations to Juliet Leeming no later than June 2nd.  Michelle Brophy will send, by email, the existing plans for East Greenwich, RI, and Stella Neves Elbaum will email the committee the plan utilized by Stonington, CT. (copy attached).

The Board of Selectmen will meet on June 7th;Tim Pelland,  James Scaramozza & Stella Neves Elbaum will attend and ask the BOS to address issues of town-owned parcels of land on Main Street and in the Kingswood neighborhood that may be suitable for Affordable Housing.





A motion was made and thereafter seconded that the committee meeting be adjourned at 7:12 PM.

The next meeting will be held Thursday, June 23, 2011 at 6:00 PM at the Wheeler High School Media Center.
