MINUTES OF THE BOARD OF SELECTMEN MEETING
MONDAY NOVEMBER 15, 2010
Chairman Mauceri called the meeting to order at 7:00 PM in room 14 at Town Hall in North Reading in the presence of members Mr. O’Leary, Mr. Prisco, Mr. Delaney, Mr. Yull and the Town Administrator, Greg Balukonis.
1. MINUTES
MR. CHAIRMAN, I MOVE TO APPROVE THE OCTOBER 18, 2010 REGULAR MEETING MINUTES AS WRITTEN.

3. PUBLIC COMMENT
Mr. Murphy from the Chamber of Commerce wanted to inform the public of the tree lighting ceremony on November 28, 2010 on the Town Common. 2:30-4 -- hayrides, school chorus, high school band and Santa. Tree lighting will be at 4 p.m.
Mr. Delaney thanked the Chamber of Commerce for all of their hard work.
4. AMBULANCE BILL WRITE-OFF

6. CHRISTMAS TREES
Chris Labo, 14 Foley Drive, was present and spoke. He wants to sell the trees at 208 Main Street. The proceeds will go to outreach chapel for charity to help inner city kids attend Christen retreats.

7. PUBLIC HEARING – TAX RATE SETTING/CLASSIFICATION
Mr. O’Leary stated that he will not partake due to conflict of interest with a family member owning a business.
Debbie Carbone, Board of Assessors, was present, as were Sebastian Tine and Greg Smith, Board Members. A classification hearing will determine the tax rate in North Reading. Residential (87.5%) vs. Commercial/Industrial tax (12.5%).

8. EXECUTIVE SUMMARY
Mr. O’Leary stated that he would like to see affordable housing included. A work session was scheduled for 1/13/11 at 6 PM.

9. TOWN ADMINISTRATOR’S REPORT
Mr. Balukonis began with discussing the engineering report for Swan Pond Road with the Board Members. He then briefly discussed the sale of land on Main Street – a minimum sale price needs to be set and they will do so at the next meeting, but need to check with CBC as well. He then acknowledged that the pavilion at Ipswich River Park was not funded, unsuccessful PARC grant application. He also stated that MEMA signed an agreement to replace the culvert on Route 62, Martins Brook. In addition, he mentioned that “we are in good position in case of an emergency,” according to the Emergency Command Center. Finally, he welcomed Erica Hansen, the Youth Services Director, who will start on November 17th.
10. OLD AND NEW BUSINESS

- The High School teams have advanced to post season
- The High School play was a great performance

- Pop Warner cheerleaders did well this past weekend. The C-Team was the only team to advance
- The parking lot at the town hall was done very well to help food pantry and seniors.
- Has received phone calls from residents with neighbors who have NH plates and wants to know what to do.
