BUDGET WORK SESSION MEETING
Chairman Mauceri called the meeting to order at 8:05 p.m. in Room 14 at Town Hall, in the presence of members Mr. Veno, Mr. Delaney, Mr. Harris, Mr. O'Leary and the Town Administrator Greg Balukonis. Members of the Finance Committee were also present – B. Jones, D. Kelleher, A. Wolpin and M. Kirby.
BUDGET PRESENTATIONS
DPW
DPW Director David Hanlon and members of his staff presented the DPW budget. Mr. Mauceri asked to take another look at energy costs. He felt the budget should reflect the best estimates for ATM. The greatest concern is for FY10 electric costs. Mr. O'Leary felt we shouldn't wait until October to resolve these issues. There were questions regarding the Forestry Committee and tree maintenance.
Sanitation Budget
Board supports budget surplus at year end going back to the sanitation Budget or establishing an enterprise fund.

POLICE DEPARTMENT
Chief Edward Nolan, Lt. Dan Jones and Lt. Kevin Brennan made a power point and overview presentation.
Mr. Mauceri questioned the removal of the school crossing guards.
Mr. Veno questioned if Animal Control is mandated by MGL.
Mr. O'Leary asked about the handling of a 2% COLA due on 6/30/09. Chief Nolan responded he deducted $82K for the COLA increase. Mr. O'Leary questioned whether the NRPD budget for FY10 includes the 1.4% reduced in FY09.
B. Jones asked if schools need to be notified about crossing guard elimination.
FIRE DEPARTMENT
Chief Harris presented the North Reading Fire Department budget. There were questions from the Board members and members of the Finance Committee.
