INUTES OF BOARD OF SELECTMEN SPECIAL MEETING
WEDNESDAY, JULY 16, 2008
Chairman Mauceri called the meeting to order at 6:00 p.m. in Room 14 at the Town Hall in the presence of members Mr. Veno, Mr. Delaney, Mr. O'Leary, Mr. Harris, Town Administrator Greg Balukonis, Police Chief Nolan, Lt. Brennan, Sgt. Romeo, Lt. Jones, and Officer McCormack.

#1.     APPOINTMENTS – ELECTION WORKERS
Mr. O'Leary indicated he would not participate or vote due to a member of his family being on the list of appointees.

MR. CHAIRMAN, I MOVE TO EXERCISE THE FOLLOWING OPTION  FOR APPOINTMENT OF ELECTION WORKERS FOR ELECTIONS HELD BETWEEN SEPTEMBER 1, 2008 THROUGH AUGUST 31, 2009.

        2.      APPOINT ELECTION OFFICERS FROM THE LIST SUBMITTED BY THE                        REGISTRARS AS RECOMMENDED BY THE REGISTRARS.

VOTED:          4-0-1 (MR. O'LEARY ABSTAINED)


#2.     BENEVENTO LICENSE AGREEMENT

MR. CHAIRMAN, I MOVE TO SIGN THE LICENSE AGREEMENT BETWEEN THE TOWN OF NORTH READING AND BENEVENTO FAMILY LIMITED PARTNERSHIP FOR PROPERTY SHOWN ON TOWN OF NORTH READING ASSESSOR'S MAP 9, PARCEL 130, AS SHOWN ON A PLAN ENTITLED "SLOPE STABILIZATION, PROPOSED GRADING PLAN, 11 RAHNDEN TERRACE, NORTH READING, MASSACHUSETTS DATED OCTOBER 3, 2007".

MOTION BY:      MR. HARRIS
SECONDED BY:    MR. O'LEARY
VOTED:          4-0-1 (MR. VENO ABSTAINED)

#3.     POLICE MOTOCYCLES DISCUSSION
Chief Nolan apologized for not disclosing the motorcycle proposal to the Board of Selectmen.  He made a presentation explaining the reasons for proposing a Motorcycle Patrol Program.  There was considerable discussion pro and con on the merits of a Motorcycle Program.  Mr. Balukonis explained his role in the approval process, and recommended the Board of Selectmen support the proposal.  

        MR. CHAIRMAN, I MOVE TO SUPPORT THE POLICE MOTORCYCLE
PROGRAM FOR THE POLICE DEPARTMENT FOR A TRIAL PERIOD OF FISCAL 2009 AS RECOMMENDED BY THE POLICE CHIEF AND TOWN ADMINISTRATOR.

MOTION BY:      MR. HARRIS
SECONDED BY:    MR. O'LEARY


Mr. Veno stated he favors a 2 year program.

Mr. O'Leary stated he was impressed with the professionalism of the Members of the North Reading Police Department.

        VOTED:  UNANIMOUS 5-0
