MINUTES OF BOARD OF SELECTMEN MEETING
MONDAY, MARCH 12, 2007
Mr. Mauceri called the meeting to order at 7:00pm in Room 5 at Town Hall in the presence of members Mr. Veno, Mr. Dardeno, and the Town Administrator Greg Balukonis.
1. SIGN SPRING TOWN MEETING WARRANT
Mr. Mauceri discusses the town warrant and his meeting with Rep. Brad Jones about the governor’s proposal of allocating about 50 million dollars for state aid
Mr. Balukonis asked the opinion of the Board on the acceptance of Chapter 43D and the Berry Center Project
Mr. Veno is concerned about extra pressure for the Board of Appeals. There are a lot of questions.
Mr. Dardeno and Mr. Veno want Heidi present to talk about it because it seems to easy.

MR. CHAIRMAN, I MOVE TO MAKE RECOMMENDATION AT TOWN MEETING ARTICLE MASS GENERAL LAW CHAPTER 43D EXPEDITED PERMITTING LAW.

Mr. Mauceri would like to reconsider the funding of New Fire Department Personnel Article #25. Propose a 3 year override recommended by the finance team.
A couple of articles there are some questions about.

Mr. Balukonis informed the Board that they had a question on the Article about addressStreetJuniper Road. Mr. Mauceri says that at this point they do not want to do it and would make recommendations at town meeting.

Mr. Balukonis met with Chairman of the Building Committee and Chief of Police Department. Some areas are critical but not ready to give tonight. Finance Committee needs to look it over and will make a recommendation later. It will be a lengthy discussion. Met with Lt. Nolan and some of their stuff for the police department is critical.

2. FY2008 BUDGET RECOMMENDATIONS
Mr. Mauceri started with the latest update of the revenue.
Mr. Balukonis refered to the town of placeCityNorth Reading revenue forecast dated March 12, 2007. The purpose of this is to show changes in revenue as result of the state aid. Not losing money but amount sent to Governor is larger then we anticipated. The other items are the local estimated receipts and anticipated receiving Berry Revenues over a period of three years and town fortunate to receive all the money upfront. First was for 125,000 and the second was 404,000 for permits and licensing fees but left a whole in the budget. Town has received a number of payments town earning interest on. Also have 145,00 coming from ambulance reserve and can provide additional 20,000 from that to offset expenditures. Perpetual care recommendation would be 10,000. Cost savings on property
insurance and workmen’s compensation and budgeted higher and also the ee-evaluation of exempt debt. End result is that we bridged that gap.
Mr. Mauceri said the $404,000 that came in this year will not be available until October of next year.

Decisions we have to make with the balanced budget in the case of an override not passed do we cut into the town budget and shift more money into the school. Mr. Mauceri asked the Town Administrator to look at a $100,000,$200,000 and $300,000 cut. The Finance Committee does not support this at all. Mr. Mauceri is not sure where the Board stands on it. We need to take a look at it.
Mr. Balukonis said that it impacts all town departments, police department and fire department. It is up to the department head to work with the first 100,000 cut for level one. For level 2 are positions that are vacant right now or will become vacant and they are the Childrens Library position and a police officers position and we will save 103,671.is the cost of these 2 positions. At Level 3 it would taking director of the recreation department and would take moving position to general fund and shifting salary cost to revolving fund of $38,336. Would be eliminating coverage from the building and maintenance department, taking down the position of department of public works and removal of police cruiser from small capital budget.. Reduce some of small capital items in the police department.
Mr. Mauceri can support a level one and Mr. O’Leary would support a level one. But both Steve and I are of the opinion of not sure where the school committee stands. They way I see it is to make a shift of the $100,000 we will present the numbers. The issue is that we have to do to print on Thursday.
I MOVE THAT THE BOARD OF SELECTMEN REQUEST THAT THE TOWN ADMINISTRATOR MOVE THE LEVEL ONE REDUCTION AMOUNT OF $100,000 AND APPLY IT TO THE SCHOOL PORTION OF THE BALANCED BUDGET.

In terms on 1 and 3 year override we wait for public hearing before we make a decision on an override question and wait till May election or a special election and once we approach the end of this month it may be more clear.
