Parks and Recreation Meeting Minutes of Monday,
September 5, 2013

New Business
• School student parking at IRP (MT)
Marty received a call from Jon Bernard asking if students can park at IRP during school hours and they would have a bus shuttle them from IRP to school. The school is also going to continue to park the buses behind the rec ctr at IRP. Marty has many concerns with letting the student’s park at IRP. Discussion was had between committee members and a memorandum of understanding will need to be agreed upon.
o All High School Students parking cars at Ipswich River Park for the purpose of attending School during the day must be assigned a parking permit specified to park at Ipswich River Park issued by the school and must be kept in plain view to see from outside of vehicle
o All parking for High School students will be in designated parking areas only. Designated area and number of spaces will be determined by the Parks Director.
o High School personnel must provide extra trash receptacles in the designated area for additional trash needs and they must monitor and dispose of trash as needed whether it be daily or every other day.
o High School Personnel must monitor and police area of designated parking in the mornings while students are arriving and in afternoon when students are being dismissed to survey for misconduct and inappropriate behavior.
o Designated area for parking must be marked so at the expense of the school with appropriate signage for parking and direction of traffic.
o High School must educate and enforce NO trespassing of students on private property surrounding Ipswich River Park. Students are to use public walkway accesses only.
o During winter months High School Personnel will be responsible for snow plowing and removal of designated parking area for High School at Ipswich River Park. Snow must be disposed of in designated area determined by the Parks Director.
o If damage occurs at Ipswich River Park due to any High School Personnel due to snow removal or plowing, the School will be responsible for repairs and cost incurred due to repairs or reimbursement for repairs to NR parks & Recreation Dept.
o If damage occurs due to the extra Parking or High School Students or personnel, NR High School will be responsible for repairs and cost incurred or reimbursement for repairs to NR Parks & Recreation Dept.
o High School Personnel will be responsible for snow plowing and removal in area behind Recreation Center where buses will be parked. Snow removed will be disposed of in designated area determined by Parks Director.
o If damage occurs in the area where the buses are parked, due to their presence, drivers, snow removal personnel, etc. NR High School will be responsible for repairs and cost incurred or reimbursement of repairs to NR Parks & Recreation Dept.
o This agreement will be revisited by July 1, 2014 to discuss if conditions will continue, be renewed or altered.
(MF) Mike Fitzpatrick motion to accept memorandum of understanding between Parks & Recreation and NRHS regarding the students parking at Ipswich River Park for attendance at school.
