Parks and Recreation Workshop Minutes of September 21, 2009

Acceptance of minutes of 8/17/09 and 9/9/09
(LM) Lauren McMullen made a motion to accept minutes from August 17, 2009 meeting as is.

New Business
Financial Updates-(MS)
(MS) Maureen gave the committee a financial update and summary.
Sandblasting Gazebo at IRP-(LM)
Lauren updated the committee on two quotes she received from the sandblasting of the gazebo at IRP.
1. Hill Company Masonry contractors from Tewksbury, Ma-$5600.00
Everything other than the blue roof sandblasted prepped and follow thru with the first coat of primer.
2. Derosier Brothers, Wilmington, Ma-$8700.00
Sandblast all the metal and underneath (other than blue roof top) and paint
Community Garden (LM)
Warren Pearce approached Lauren letting her know that there was an interest in Community garden. Asking where a possible location could be. The committee does not have any interest in such a project.
Apple Festival (SS)
Sheila is going to set up a booth at the Apple Festival to promote P&R. Also, will promote youth services and sell North Readingopoly gave for NRYSSA and promote LUC golf tournament.

Old Business
IRP Bathroom-bid updates (SC/MS/MT)
Maureen reviewed the proposal plans from O’Neill & Associates and there are discrepancies that need to be cleaned up before presenting it to the TA.
Friend of NR P&R 501 (C) (3) (LM) (FONRPR)
Lauren updated the committee on the progress of the new Friends of NR Parks & Recreation. She asked the committee if the wine & food should now be transferred over to FONRPR. The committee felt that P&R committed to LUC for the pavilion at IRP which the monies would be generated from the wine & Food so the committee does not want to transfer that event over to FONRPR.
Lauren informed the committee that she would like to have the FONRPR meeting held one hour before the P&R Committee meeting. Will be place on next P&R agenda. Lauren would like all the members of FONRPR to come to a P&R committee meeting for introduction.
Maureen Stevens updated the committee on the finances of FONRPR.
Recreation Updates-(LC)
Lynne summarized the latest activities for the committee, letting them know that registration is slow. The fall brochure went out two weeks early this year. She hired three new instructors with new classes. Lynne also let the committee know that Recreation has completely moved all their belongings out of the building on the Common over to the Recreation Center at IRP (RC/IRP)
RC/IRP needs a little bit of electrically work in the storage area and outside is not working as well as the fire emergency light.
Parks Director Updates-(MT)
KidSpot- Marty updated the committee that the equipment for KidSpot has still not arrived. Updated that the entire playground has been power washed and came out fantastic and the fence is going in this week.
Mike Fitzpatrick suggested keeping a maintenance schedule for the parks and all its equipment to make it easier.
Bonfire-The committee started to speak about the 1st night Bonfire for NRYSSA coming this year and if Parks wanted to do it again. Marty explained that there were a lot of issues last year with the event and her work a lot of hours as well. Marty will discuss it with Mark Hall and get back to the committee on the status.
RC/IRP- Marty let the committee know that the front walkway to the RC/IRP should be completed this week.
Other Business
Meeting Dates-(SS)
Sheila summarized the upcoming meeting dates and conflict with the Town Meeting being held on October 5th. The next meeting dates are 10/5, 10/19, 11/2, 11/16.
The Committee decided instead of cancelling Oct. 5th meeting just meet an hour before town meeting at the high school. Sheila will book a meeting room at the high school for that time frame.
NRYSSA Joint meeting w/ P&R- (RM)
Rita reminded everyone of the joint meeting with NRYSSA and the sports leagues being held on September 29th at the Town Hall in Room 14. She is asking for everyone’s support and to be there.
Incidents at IRP-(RM)
Rita informed the committee that the police have asked P&R to implement a policy regarding trouble situations that acquire at IRP and consequences. The police feel that in order for them to police the area they need a policy to uphold in the situation of a trouble circumstance.

(MF) Mike Fitzpatrick made a motion to institute policy to suspend individuals from all North Reading Parks to due but not limited to illegal or inappropriate behavior.

Rita wants to meet up with Sheila to write a letter of policy to go home with children letting them know that P&R Policy
Signs at IRP-(LM)
Lauren informed the committee members that citizens have complained about not being able to see specific dedication signs down at IRP. Marty will take action on it.
LUC Golf Tournament- (RM)
Rita wanted to remind everyone to promote the LUC Golf Tournament taking place on October 4th at the Hillview country club.
NRLL building inspection-(SC)
Sergio wanted to know if NRLL was all set with the building inspection for the bathrooms at the little league field and if P&R was satisfied with NRLL completing their check list.
Marty is meeting with NRLL tomorrow for the site visit and to view.
