Member Towns

Monroe animously per motion made by Carolyn Wilson, Secretary (seconded by Bernie Lintzer, Vice Chairman).
Robert Mouchantat , Treasurer, discussed the increased cost of Sgt. Dan Semoskey S.P,  Supervisor LZA Marine Patrol and will send a letter to Oxford regarding the billing process and costs; he also distributed the Revised LZA Budget to the Towns and Boards of Finance.

Public Comments:
Robert Barnes, Chairman, responded to the inquiry regarding the patrol costs and explained that a Marine Patrol Training session will be coordinated by Sgt. Dan Semoskey, S.P., Supervisor Marine Patrol, to expand the availability of trained officers; he discussed the reappointment of Anthony D’Angelo to the LZA  with Pat Lodra, Newtown First Selectman .Marven Moss responded to a suggestion re submission of  publicity letters and explained that LZA issues publicity releases au lieu of letters as they are better.

Marine Patrol Report:
None.

Boats, Motors, and Maintenance:
The boats are stored and bills were paid.

Publicity and Public Awareness:
Marven Moss reported that he updated the LZA powerpoint presentation for future presentations.

Coast Guard Auxiliary:
None.

Water Quality:
None

Grants:
Reimbursement for Invoice was paid.

Unfinished Business:
The LZA Bylaws were reviewed ; minor changes will be made prior to distribution.

New Business:
Robert Barnes, Chairman, Bernie Lintzer, Vice Chairman, Robert Mouchantat, Treasurer, and Jerry Isleib attended a meeting with the First Selectman of Monroe, Newtown, Oxford and Southbury on November 23 rd to discuss concerns regarding Lake Zoar: i.e.role as defined in State Statutes, weed abatement,water management,grants, water safety,First Light,DEP,and budgetary issues. The Selectmen suggested that LZA increase its collaboration with i.e. First Light,DEP and other Ct. Lake Authorities and review other alternatives regarding i.e. patrols, weed harvesting,and budget; they will explore the reduction of  three appointees from each town to two in the future based on rescidivism.
Bernie Lintzer, Vice Chairman, reported that he, Robert Barnes, Chairman, and Sgt. Dan Semoskey, Marine Patrol Supervisor will meet on December 15th at New Milford with  First Light:Bob Gates and Brian Wood ; he also reported that Lake Candlewood will have a deep drawdown this winter pending First Light’s approval; in the past they have refused to do so on Lake Zoar due to generation issues.
Public Comments were reopened & passed unanimously, per a motion made by Robert Mouchantat, Treasurer,(seconded by Bernie Lintzer,Vice Chairman). A discussion regarding the Selectmen understanding the issues regarding Lake Zoar, its differences i.e.flow rate, impoundment etc ; it can’t be compared to other lakes; the patrol personnel and process was changed by their predecessors and that increased the costs; do they want First Light and DEP to concur with the LZA?It was explained that these issues would be discussed at the Dec 15th meeting.
Bill Davis, Southbury First Selectman,stated that there have been three Selectman Meetings regarding LZA and First Light needs to increase its LZA contribution to 1/5th ,Monroe needs to pay its share and  made suggestions regarding  the LZA Budget Presentation.
Bernie Lintzer, Vice Chairman, reported that Diquat  Weed treatment was deemed best in a NY study.
Robert Mouchantat, Treasurer, reported that he revised the Annual LZA Report 7/1/09 thru 6/30/10 and made a motion (seconded by Raymond Hoesten) to accept the report as revised; the motion passed unanimously.Raymond Hoesten suggested that First Light reps be formally invited to a future LZA meeting; Bernie Lintzer, Vice Chairman suggested that it be discussed after the Dec 15th meeting thus the next LZA meeting.

The meeting was adjourned at 8:25 p.m. by Robert Barnes, Chairman.
