Member Towns

Monroe Sceibo discussed his concerns regarding the placement of a resident’s swim area  buoy adjacent to the Cedarhurst docks where he moors his boat; Bob Barnes, Chairman, explained the buoy permit process which involved an LZA  review of and referral to DEP for review and approval/non approval; Bill Sceibo was provided the contacts and phone numbers for DEP and thanked LZA for the explanation and referrals.

Publicity and Public Awareness:
Jeannie Purcella discussed the newspaper article regarding the cancellation of Lake Candlewood patrols for Memorial Day weekend due to lack of supervision by DEP.

Treasurer’s Report:
Was accepted ,unanimously,as presented by Glenn Ganz ,Treasurer per motion made by William May (seconded by Carolyn Wilson, Secretary).

Water Quality:
The significant amount of milfoil in the lake was noted and discussed; Dave De Feo, Weed Harvester Coordinator, reported that the Harvester was launched last week and he will work parttime now and Gary Schade will work two or three days per week this month;Harvester mooring sites are set.

Boats,Motors and Maintenance:
Bob Barnes, Chairman , reported that Patrol Boat #1 is out of service due to need for repairs to the motor.

LZA Grants:
William May reported that the required paperwork was submitted.

Coast Guard Auxiliary:
Boating Safety Courses have been scheduled four two hour sessions 7pm-9pm(must attend all four sessions):June 22,24,29,July1 or August 17,19,24,26;a one day eight hour class 8am-4:30pm (recommend students bring lunch) has been scheduled for July 24 and September 25. All classes will be held at the Flotilla Training Center,American Legion,Oxford Road,Oxford; students should call 203-888-2988 to reserve a seat.  Bob Bowolick suggested that a link be established with the CGAux and LZA websites; Bob Mouchanta,Vice Chairman, will explore the connection.

Marine Patrol Report:
Dan Semoskey,SP, LZA Marine Patrol Coordinator, reported three incidents: an altercation at the State Boat Launch,Southbury; a boat fire on the lake during the weekend; and a collision between two jetskis on Mon. near the Lakeside Marina ,Southbury,resulting in injuries to a young male who was transported via ambulance to a hospital; DEP needs to investigate due to injuries sustained. Dan also reported that Written Warnings were given : two for insufficient pfd’s;four for failure to have current boat registrations and one for failure to operate safely..On Fri, May 28th, flotsam and jetsom was removed from the lake by him and Bob Barnes .; larger fire extinguishers will be purchased for the boats, as requested; .Dan is checking the availability of SP radioes and dispatcher services, which would improve communication ; his phone numbers are posted in the LZA office for the Marine Patrol staff to notify him when necessary; he also suggested the implementation of a backup telephone chain of LZA members which Bob Mouchantat,Vice Chairman,will document and distribute .Dan discussed other issues regarding training, improving the efficiency of patrols and town /SP patrol staff,and the court system .A motion was made by William May (seconded by Bob Bowolick) to explore an alternate Marine Patrol system; the motion passed by majority vote (eight for and two against). An Exploratory Sub Committee consisting of William May , John Downs  and Bob Barnes will meet to discuss alternatives.

Unfinished Business:
Tow Lines: Bob Barnes, Chairman made a motion (seconded by William May) to purchase two ¾ in. towlines for approximately $475 each; the motion passed unanimously.

New Business:
Dave De Feo, Weed Harvester Coordinator requested a spill kit and a fire extinguisher for the Harvester; a motion was made by Glenn Ganz,Treasurer (seconded by Carolyn Wilson,Secretary) to purchase them; the motion passed unanimously. A refrigerator,sink etc was noted to be dumped on  waterfront in Oxford, Bob Mouchantat ,Vice Chairman will submit the photos to the appropriate Oxford official.

The meeting was adjourned at 8:54p.m.by Bob Barnes, Chairman.
