The regular meeting of the Lake Zoar Authority was held on Tuesday, November 3,2009 at 7:00 p.m., at the Southbury Town Hall.

Bob Barnes , Chairman, called the meeting to order at 7:05 p.m. The October 6,2009 minutes were amended to read that an Executive Session was called by Bob Barnes, Chairman, at 7:37 p.m. to discuss personnel issues; the amended minutes were approved unanimously.
Public Comments: none in attendance.
Marine Patrol Report: none
Boats,Motors and Maintenance: boats are stored for the winter.
Coast Guard Report: A Boating Course was conducted on October 11,2009.
Water Quality: Grant application in process.
Budget Meeting : A Special Meeting re the LZA budget for F.Y. 2010-11 was held on Oct 27,2009 and the proposed budget was distributed and reviewed. Bob Mouchantat, Vice Chairman, made a motion (seconded by G.W.Schmidt) to reallocate $18,725 from F.Y. 2009 to F.Y.2010 to cover the weed treatment ($17,725) and associated weed treatment consulting fees ($1000) that was budgeted in F.Y.09 but not done until July 1,2009 (F.Y. 2010) because of permitting process; motion was approved unanimously. Bob Mouchantat made a motion (seconded by G.W. Schmidt) to move $10,391 from savings to non-recurring capitol expense fund ;this puts $40,391 in the fund which is the difference between F.Y.09 revenues and other expenses; the motion was approved unanimously.
Financial Report: Accepted as reported by Glenn Ganz,Treasurer.
An Executive Session to discuss personnel and Marine Patrol issues was called by Bob Barnes, Chairman, at 7:28 p.m.; the Executive Session ended at 8:40 p.m.
New Business: Bernie Lintzner made a motion to conduct a Marine Patrol Survey (seconded by Frank Viola ) passed unanimously. Bob Mouchantat,Vice Chairman, will follow-up re the LZA website .
LZA Bylaws: the proposed revisions of June 22,2009 were redistributed in October by Carolyn Wilson,Secretary ; final comments are to be discussed at the Dec.1,2009 meeting.A motion was made by Glenn Ganz,Treasurer, to adjoin the meeting (seconded by G.W.Schmidt); the meeting was adjourned by Bob Barnes, Chairman at 8:58 p.m.
