The regular meeting of the Lake Zoar Authority was held on Tuesday, September 8,2009 at 7:00 p.m. in the Southbury Town Hall.

Bob Barnes, Chairman,  called the meeting to order at 7:00 p.m. Also present were Lt. George Simko, Newtown P.D.,Sgt. Dan Semosky,C.S.P.,Cpl. Patrick Kenney, Southbury P.D. Joe Steinfeld, Marine Patrol Coordinator, and members of the public. The August 4,2009 minutes were approved 5-0 with Dave Perriello abstaining as he had not read them. No action was taken on  the minutes of the Special Meeting of Thursday, August 13,2009 .

Marine Patrol Report: Fifty –three citations were processed; the final report will be provided at the October 6,2009 LZA Meeting. It was noted that on Tuesday, August 4,2009 in the a.m., Sergeant Dan Semosky,C.S.P., noticed a boater pulling a  tuber without a spotter; he flagged down Carl and pulled the boater over ; this was emphasized as an example of why it is important to patrol randomly and whenever possible in order to increase the boating public’s awareness of their responsibilities.

Coast Guard Auxiliary: – no report.

Publicity and Public Awareness:- no report.

Treasurer’s Report: Glenn Ganz , Treasurer , was unable to attend .Bob Mouchantat reported that money was deposited into the non-recurring capitol expense fund ; later in the meeting he gave the Insurance bill  and other insurance forms to  Bob Barnes, Chairman, to sign

Special Events: The September 20,2009 Triathalon will be held at Kettletown S.P. Lake Zoar Area; the DEP permit has been received and the Marine Patrol should be onsite from 6:30 a.m. until the end projected till 8:00 a.m.

Boats and Motors: no report ; Joe Steinfeld reported no significant issues other than a bulb out and some loose screws were noted.

Public Comments: Paul Gallichotte,Lakeside resident, was provided the emails he requested to view at the meeting. A Fish Rock Road resident commented that the Weed Treatment had been very effective and  was appreciated; he was requested to provide before and after photographs. Bob Mouchantat, Vice Chairman, will contact a resident north of the steel bridge to also provide some; the photographs will assist in justifying future budget requests for weed treatment .Bill Soracin, Shady Rest resident, commented that the weeds are very bad along the Newtown Bank north of Shady Rest area; Bernie Lintzner will try to schedule the Weed Harvester in that area .Another person  commented about what the rules are and wanted assurance that the police officers, not the drivers , are initiating the enforcement action. A letter from Joel Zeisler , Shady Rest resident , was read regarding being pulled over for non-contrasting registration numbers: two points were stressed namely , that light blue on navy is contrasting but he acknowledged that in some lighting conditions , they are not as clearly distinguishable; he has taken steps to provide better contrast; the underlying issue was shouldn’t the Marine Patrol be more focused on safety than contrasting numbers , since he was a known boater on the Lake as he felt it made the Lake look bad in fron to his guest,Head of the Wounded Warriors, thus he encouraged discretion. Bob Barnes, Chairman also read his letter to the Patrol Driver involved in the situation.

At 7:40 p.m., a motion was made  and seconded to move into Executive Session and passed 7-0 ,to discuss Marine Patrol personnel and enforcement issues.

Bob Barnes, Chairman, ended the Executive Session at 10:30 p.m.

The LZA Annual Report : as revised by Bob Mouchantat , Vice Chairman , was approved and will be mailed to the four Towns by Bob

.Bob Barnes, Chairman, adjourned the meeting at 10:40 p.m.
