The Newtown Water and Sewer Authority held a Public Hearing on Thursday June 11, 2009, at the Wastewater Treatment Plant, Commerce Road.  Chairman Richard Zang called the meeting to order at 7:00PM

Present: Lou Carbone, Alan Shepard, Richard Zang, Carl Zancey, Richard Conte
Absent:  Marianne Brown, Phil Cruz

Also Present: Mike Burton, Julio Segarra of AOS Operating Company, Director of Public Works Fred Hurley.

Set the Sewer Benefit Assessment of $39,000 for 107 Church Hill Road – Mr. Burton, the owner of 107 Church Hill Road, is asking for a deep reduction in the assessment or a payment plan and to get a signature for the Certificate of Occupancy for Phase one done without compensation.  At minimum have the $39,000 split in 3 and payable with each corresponding phase of the construction.  Mr. Zang informed him that this is not the type of payment plan that the authority would normally accept.  Having an open ended payment plan is not what the authority is looking for.  When the appraisal was done, it is for the entire project, not as phases.
Mr. Zang would be willing to bring this back to Karin & Fazio and have the assessment split out for each phase.  Fred can sign off on the C of O for the existing phase and then the WSA can revisit the updated assessment.

Set 2009 Residential Sewer Benefit Assessment – The CPI for the northeast has gone up ¾% over the last year.  Currently, it adds $95.97 to the current rate ($12,798.24) making the updated rate $12,894.21.
