The Newtown Water and Sewer Authority held a regular meeting on Thursday, January 8, 2009, at the Wastewater Treatment Plant, Commerce Road.  Chairman Richard Zang called the meeting to order at 7:29PM

Present: Dick Zang, Marianne Brown, Richard Conte
Absent: Lou Carbone, Carl Zencey, Phil Cruz, Alan Shepard

Also Present:  Julio Segara of AOS Operating Company and Fred Hurley, Public Works Director

Public Participation – NONE

Approval of the Minutes – No Quorum, item tabled for next meeting


OLD BUSINESS
Gallons processed vs gallons billed study – Julio has smaller copies of the maps and has marked off the spots where the flow meters will be installed.  He will reserve the meters tomorrow.  The IT departments for the Town and United Water are close to accomplishing the data transfer.  


FY 09 Budget/Sewer – Fred presented the updated Water budget with the revenues showing a $59,000 surplus to pay back the principle to the sewer system.  Then he presented the Sewer budget.  There is a possible $240,000 shortfall due to lack of flow.  There was no net increase in revenue.  There is cash within the sewer system and the water fund owes the sewer system $1.2 million so there is no situation at this time.  

Dick Zang presents a draft of his notes that answer a lot of the questions of the history of the sewer system.  This will be given to new members to give them a history of the Water and Sewer Authority.  He has asked all the members to take a look at it and give him their comments.


NEW BUSINESS
Capital Improvement/Stimulus Package - The Clean Water fund agency may get that funding which would benefit the WSA.  The WSA must decide what projects are priorities. FFH and the Scada systems were the first to come to the table.      
 
Report by Public Works Director – No other news other than the budget and the capital improvement plan

Report by AOS Operating Company – The flow in the month of December was very high so the nitrogen levels averaged 21 lbs per day and the copper was in violation of the daily permit but the monthly average was within the permit.  Well #3 is running well.  


Any other business – Solar Energy: there is a proposal to put electric solar panels on the property of the Waste Water Treatment plant.  The Plant using the power directly could be an issue.  Dick is concerned that the direct connection might create some operational problems.  Richard Conte and Fred said that blending sources can be done.  Richard volunteered to get additional information on inverters to Dick.

Dick Zang will construct a letter to William Hogen from the DEP replying to request for information about the sewer use plan  

 Having no further business meeting was adjourned 8:38 PM
