SPECIAL TOWN MEETING
November 15, 2010

A Special Town Meeting of the Town of Newtown was held at the Newtown Municipal Center, 3 Primrose Street, Newtown, CT, on Monday November 15, 2010. The meeting was called to order by Town Clerk Debbie A. Aurelia at 7:00 pm. after which she read the warning of the meeting.

In attendance were First Selectman E. Patricia Llodra, Selectman William F.L. Rodgers, Selectman William Furrier, 13 members of the public and one member of the press.

First Selectman E. Patricia Llodra nominated Selectman William Furrier for moderator, 2nd by Selectman William F.L. Rodgers.

Selectman Furrier stated that the vote for this Resolution is approving all four projects totaling $2,070,000.00.

1st Selectman Llodra made a motion to waive the reading of the entire Resolution.  2nd by Selectman Rodgers.

DISCUSSION:  Selectman Furrier stated that phase I of the Parks and Recreation is making good progress and this will keep the renovation moving forward.

Second item is the bridge replacement on Old Mill Dam, it can move forward due to a new program making it possible to bond such projects no longer making it a budget item for the highway department.

The Sandy Hook Streetscape, Selectman Furrier said that approval for the bonding for the Streetscape for the amount of $1,000,000 will be disbursed $200,000 per year for the next 5 years.

Lastly, the water main extension project that is desperately needed.

PUBLIC PARTICIPATION: Mr. Al Roznicki of 169 Hanover Road asked that since we are bonding for $1,000,000 for the Streetscape but only spending $200,000 per year, are we paying debt service on the full amount or what is appropriated every year. 1st Selectman Llodra said we will be paying the interest only on the $200,000 per year.


Selectman Furrier asked if we were locked into this amount of $1,000,000 and appropriating the $200,000 each year. First Selectman Llodra explained that projects are always subject to change. You don’t have to spend all of it, but you can only spend it on what is identified at the initial approval. Further explaining that the projects for Streetscape can only cost up to $200,000 per year. It’s possible not to have a viable project one year so no money is spent.

Selectman Furrier asked from the Selectman’s previous discussions regarding Public Building and Site, if we were going to offer to them the supervision of this project.
1st Selectman Llodra said the intention is yes and that projects are routinely offered to them and it is up to them if they wish to engage.

Pending no further discussion, Michael Burton of 107 Glen Road made a motion to accept the resolution of $2,070,000, 2nd by Joe Hemingway

Hearing no other business Selectman Rodgers made a motion to adjourn the meeting 2nd by 1st Selectman Patricia Llodra. UNANIMOUS.

Meeting adjourned 7:16pm.
