Minutes 3-26-09 Special Meeting
THESE MINUTES ARE SUBJECT TO APPROVAL BY THE BOARD OF SELECTMEN

The Board of Selectmen held a special meeting on Thursday, March 26, 2009 in the Lower Courtroom of the Edmond Town Hall, 45 Main Street, Newtown, CT.  First Selectman Borst called the meeting to order at 4:30 p.m.

PRESENT:  First Selectman Joseph Borst, Selectman Paul Mangiafico, Selectman Herbert Rosenthal.

ALSO PRESENT:  Superintendent of Schools, Janet Robinson; Board of Educations members Kathryn Fetchick and Anna Wiedemann; Director of Facilities, Gino Faiella and one member of the press.

NEW BUSINESS:
Discussion and possible action:

$897,286 Modular Classroom Appropriation
Selectman Rosenthal moved the waiving of the both resolutions.  Selectman Mangiafico seconded.  All in favor.

Selectman Rosenthal moved the Resolution entitled “Appropriation In The Amount of $897,286 For The Purpose Of Modular Classrooms.”  Selectman Mangiafico seconded.  Dr. Robinson explained that the modulars have been used for four years, are in good shape and have a life expectancy of thirty years; longer if maintained well.  The Legislative Council and the Board of Finance decided purchasing was the option.  There are two quads, eight classrooms.  They are available now and lightly used.  The installation crews are booked through the summer but can do the installation prior to that.  The operating budget would pay for the removal of the modulars.  When the town is finished with the modulars they can be sold or kept for future needs as a town asset.

$10,000,000 Refunding Bonds Resolution
Selectman Rosenthal moved the resolution entitled “Resolution With Respect To The Authorization, Issuance And Sale Of Not Exceeding $10,000,000 Town of Newtown General Obligation Refunding Bonds.”  First Selectman Borst seconded.  All in favor. (Att. C:  refunding resolution).

Date & Time of Town Meeting
Selectman Mangiafico moved that a Special Town Meeting be held in the lower meeting room of the Edmond Town Hall, 45 Main Street, Newtown, CT on April 8, 2009 at 5:00 p.m. as per Notice of Special Town Meeting (Att. D). to address above resolutions.  Selectman Rosenthal seconded.  All in favor.

ADJOURNMENT:
Having no further business, the Board of Selectman adjourned their special meeting at 5:05 p.m.
