Selectmen Meeting Minutes 09-24-08 Special Meeting
The Board of Selectmen held a Special Board of Selectman meeting on Wednesday, September 24, 2008 at the Newtown Middle School Auditorium, 11 Queen Street, Newtown, CT at 10:00 A.M. (E.D.T)

PRESENT:  First Selectman Joseph Borst, Selectman Mangiafico, Selectman Rosenthal

ALSO PRESENT:  Members of the Board of Education, Elaine McClure, Kathy Fetchick, Lillian Bittman.  Superintendent Dr. Janet Robinson, Director of Business Ron Bienkowski, Joe Costa of Fletcher Thompson, Kevin Leach of Leach Consulting, Senator John McKinney, thirty members of the public and three members of the press.

First Selectman Joseph Borst introduced and read the following resolution:

RESOLVED:  That the resolution entitled “Resolution Amending A Resolution Providing For A Special Appropriation In The Amount Of $38,826,000 For The Planning And Construction Of Additions And Renovations At Newtown High School And Authorizing The Issuance Of $38,826,000 Bonds Of The Town To Meet Said Special Appropriation And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purpose”, a copy of which is attached hereto, is hereby adopted and recommended for adoption by the Town Meeting, said special appropriation was requested in a letter dated August 29, 2008 from Janet M. Robinson, Ph.D., Superintendent of Schools in accordance with Chapter 6, Section 6-30 (a)(b) & (c) of the Town Charter, a copy of which is attached hereto.

Selectman Mangiafico seconded motion for discussion and requested the reading of section 1 which specifically addresses the increased monies that are being requested. First Selectman Joseph Borst then read section 1of resolution:

Section 1 of the resolution entitled “Resolution Providing For A Special Appropriation In The Amount Of $38,826,000 For The Planning And Construction Of Additions And Renovations At Newtown High School And Authorizing The Issuance Of $38,826,000 Bonds Of The Town To Meet Said Special Appropriation And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purpose”, approved at a referendum held April 22, 2008, (the “Resolution”) is hereby amended by increasing the amount of the special appropriation and bond authorization therein by $6,045,454 from $38,826,000 to $44,871,454, thereby making said Section read as follows.  

The reading of the entire resolution was waived.

After considerable discussion by the public, Board of Education officials and members and the architect, Selectman Rosenthal stated he would not vote on the motion to appropriate the necessary funds at this time. Selectman Mangiafico withdrew his second to the motion.  First Selectman Borst declared the motion dead.




Selectman Rosenthal moved that the Board of Selectman call a Special Town Meeting on October 1, at 9:00 A.M in the Edmund Town Hall Lower Meeting Room for the purpose of considering a resolution entitled “Resolution Amending A Resolution Providing For A Special Appropriation In The Amount Of $38,826,000 For The Planning And Construction Of Additions And Renovations At Newtown High School And Authorizing The Issuance Of $38,826,000 Bonds Of The Town To Meet Said Special Appropriation And Pending The Issuance Thereof The Making Of Temporary Borrowings For Such Purpose.”  The Board of Selectman also vote pursuant to section 7-7 of the General Statutes of Connecticut that item 2 on the call of the Special Town Meeting to be held on October 1, 2008 be submitted to a referendum vote at an adjourned Town Meeting to take place at the Middle School on October 7, 2008 at the hours to be determined at the Town Meeting and to set the hours for voting in the above referendum to transact any other business proper to come before the meeting.  Selectman Mangiafico seconded.  All in favor.
