Selectmen Meeting Minutes 10/01/07
The Board of Selectmen held a regular meeting on Monday, October 1, 2007 in the meeting room at the C. H. Booth Library, Main Street, Newtown, CT.   First Selectman Rosenthal called the meeting to order at 5:30 p.m.

PRESENT:        First Selectman Herbert Rosenthal,   Selectman Joseph Bonowski, Selectman William Brimmer

ALSO PRESENT:  Finance Director Ben Spragg, Town Engineer Ron Bolmer, one member of press

VOTER COMMENTS:   None present

COMMUNICATIONS:  First Selectman Rosenthal reported that the Fairfield Hills Authority is proposing a Business Incentive Plan similar to the one being done by the town.  This is being submitted to the Board of Selectmen for comment before going to the Legislative Council.  This will be on a future agenda.
        Mr. Rosenthal also received a call from The News Times advising that the town has been approved for the Small Cities Block Grant for Nunnawauk Meadows.  We have not yet had official notice from the State.

ACCEPTANCE OF MINUTES:  Will be on next agenda.

NEW BUSINESS

Maintenance Bond Release, Road & Drainage Work Agreement, Wildcat Road, Sturges Road and Taunton Hill Road, “Wildcat Hill” Subdivision
Selectman Brimmer moved to release the maintenance bond in the amount of $15,800.00 for Road & Drainage Work Agreement, Wildcat Road, Sturges Road and Taunton Hill Road, “Wildcat Hill” Subdivision.  Motion seconded and unanimously carried.

Driveway Bond Extension
Selectman Brimmer moved to extend one driveway bond as outlined on Attachment.  Motion seconded and unanimously carried.

Memorandum of Understanding Renewal – Police Partnership
First Selectman Rosenthal advised that this Memorandum of Understanding allows the Police Department to work with other area departments.  This is a renewal of the MOU and the Police Chief feels it is working well and would like to have it renewed.
        Selectman Brimmer moved to authorize First Selectman Herbert C. Rosenthal to sign the Memorandum of Understanding Renewal, Tobacco Prevention & Enforcement Police Partnership Program.  Motion seconded and unanimously carried.




Appointments
Selectman Brimmer moved to approve that First Selectman Rosenthal make one appointment as outlined on Attachment.  Motion seconded and unanimously carried.

October 2007 Tax  Refunds
Selectman Brimmer moved to approve October 2007 Refunds No. 5 in the amount of $17,791.62.  Motion seconded and unanimously carried.

Legal Matters/ Land Purchase / Leases
First Selectman Rosenthal advised that the Fairfield Hills Authority has approved two letters of intent for two separate leases of the five duplexes on the property.  
        Selectman Bojnowski moved to hold a public hearing at 7:00 pm on October 15 to hear public comment on proposed leases for Fairfield Hills.  Motion seconded and unanimously carried.
        Selectman Brimmer moved to enter executive session to discuss potential open space purchases and to invite Finance Director and clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 6:00 p.m. and returned to open session at 6:10 p.m.
