Selectmen Meeting Minutes 05/15/06
The Board of Selectmen held a regular meeting on Monday, May 15, 2006 in the meeting room at the C. H. Booth Library, Main Street, Newtown.  First Selectman Rosenthal called the meeting to order at 5:35 pm.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski, Selectman William Brimmer
        
ALSO PRESENT:  Finance Director Ben Spragg, Town Engineer Ronald Bolmer, Board of Education member Paul Mangiafico, two members of public, one member of press

VOTER PARTICIPATION:  Ms. Barbara O’Connor, Littlebrook Lane, asked again about the damage done to the island at the intersection of Orchard Hill Road and Route 25.  First Selectman Rosenthal advised that he has not yet heard from the Police Department if they took insurance information when the accident occurred.

COMMUNICATIONS:  First Selectman Rosenthal distributed the list of items in the amount of $176,000 that he and the Finance Director have decided to remove from the proposed 2006/2007 budget, as per authorization of the Legislative Council (copy attached to original minutes).

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Brimmer, the minutes of the 5/1/06 meeting were unanimously accepted as presented.

UNFINISHED BUSINESS – None

NEW BUSINESS

Road & Drainage Work Agreement, Oakview Road, Regency at Newtown, Toll Brothers
Town Engineer Ron Bolmer presented the proposal for the road and drainage work agreement.  After some discussion, it was decided to have Mr. Bolmer look into widening the section of road to 22'.  This will be on the next agenda.

Driveway Bond Releases/Extensions
Selectman Bojnowski moved to release (2) driveway bonds and approve a six month extension for two driveway bonds as outlined on attachment.  Motion seconded and unanimously carried.

Selectman Bojnowski moved to approve three driveway bond extensions as outlined on attachment.  Motion seconded and unanimously carried.

Transfer - Paramedic
Selectman Bojnowski moved to transfer FROM Account 01570-2000 Contingency $20,000 TO Account 01432-0000 Paramedic $20,000.  Motion seconded.
        First Selectman Rosenthal advised that when the budget was prepared, we estimated a 3.5% increase.  When the contract was extended, Danbury Ambulance increased costs by 6%.  In addition, Newtown’s percentage of the total for the three participating towns increased based on percentage of use for the prior year.  He has asked Danbury Ambulance to provide a complete accounting to show why our percentage is so high.
MAIN MOTION UNANIMOUSLY CARRIED.

Call of Town Meeting - Budget
Selectman Brimmer moved to call a Special Town Meeting on Tuesday, May 23, 2006 at 7:30 pm in the Middle School Auditorium to vote on the sum of $95,370,206 to be appropriated as the Annual Town Budget for the 2006/2007 Fiscal Year, as per attached Resolution.  Motion seconded and unanimously carried.
        First Selectman Rosenthal advised that there are petitions circulating for a referendum on the budget rather than a Town Meeting, as per the Town Charter.  If the required number of signatures are received by the end of this week, then the Town  Meeting will be held only to set the date of the referendum.

NOTICE OF SPECIAL TOWN MEETING

WARNING is hereby given to the electors of the Town of Newtown in the County of Fairfield and State of Connecticut and those citizens of the age of eighteen (18) years or more entitled to vote by virtue of having the proper qualifications prescribed by Section 7-6 of the General Statutes of the State of Connecticut (Rev. 1958) that a Special Town Meeting will be held at the Middle School Auditorium, 11 Queen Street, Newtown-----------------------, Connecticut on Tuesday, May 23, 2006 at 7:30 P.M. for the following purposes.

1. To discuss and vote upon the following Resolution, as recommended by the Newtown Legislative Council:

     RESOLVED that the sum of $95,370,206 be appropriated as the Annual Town Budget for the 2006/2007 Fiscal Year.

2. To take such other action as is necessary to accomplish the purpose set forth above for which this meeting is warned.
