Selectmen Meeting Minutes 04/17/06
The Board of Selectmen held a regular meeting on Monday, April 17, 2006 in the meeting room at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Herbert Rosenthal called the meeting to order at 5:32 p.m.

PRESENT:  First Selectman Herbert C. Rosenthal, Selectman Joseph Bojnowski, Selectman William Brimmer, Jr.

ALSO PRESENT:  Finance Director Ben Spragg, Town Engineer Ron Bolmer, one member of press

VOTER PARTICIPATION:  None noted

COMMUNICATIONS:  First Selectman Rosenthal received a letter and CD from the Connecticut Conference of Municipalities with information on Long Term Strategic Planning in area towns.  A copy will be made for Selectman Brimmer and Selectman Bojnowski.
        Mr. Rosenthal informed the Selectmen that the Legislative Council approved the purchase of property at 30 Shepard Hill Road.

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Bojnowski, the minutes of the regular meeting of the 4/3/06 were unanimously accepted as presented.

ADD TO AGENDA: First Selectman Rosenthal moved to add appointments to the agenda. Motion seconded and unanimously carried.

NEW BUSINESS

Bond Release, Fire Suppression Tanks, “Newtown Hunt” Subdivision
Selectman Brimmer moved to release the bond for Fire Suppression Tanks, “Newtown Hunt” Subdivision in the amount of $90,000.  Motion seconded and unanimously carried.

Bond Release, Fire Suppression Tanks, “Rolling Meadows” Subdivision
Selectman Bojnowski moved to release the bond for Fire Suppression Tanks, “Rolling Meadows” Subdivision in the amount of $30,000.  Motion seconded and unanimously carried.

Road Acceptance, Cider Mill Road, “Cider Mill Farms, Phase II, Re-Subdivision Lots 23 & 25 Subdivision
Selectman Brimmer moved to accept Cider Mill Road, “Cider Mill Farms, Phase II, Re-Subdivision Lots 23 & 25” Subdivision into the Newtown Highway System and to set a maintenance bond in the amount of $24,200 to be held by the Town for a period of one year after acceptance.  Motion seconded and unanimously carried.

Road Acceptance, Charter Ridge Road, “Cider Mill Farms, Phase II, Re-Subdivision Lot 6” Subdivision
Selectman Bojnowski moved to accept Charter Ridge Road, “Cider Mill Farms, Re-Subdivision Plan, Lot 6” Subdivision into the Newtown Highway System and to set a maintenance bond in the amount of $36,500 to be held by the Town for a period of one year after acceptance.  Motion seconded and unanimously carried.

Transfers
Selectman Bojnowksi moved to Increase Account 0020116 Revenue by $50,000 and transfer TO Account 01315-1008 Police Private Duty $50,000.  Motion seconded and unanimously carried.
        Selectman Brimmer moved to transfer FROM Account 01570-2000 Contingency TO Account  01100-4063 Legal Other.  Motion seconded and unanimously carried.

Police Contract Authorization
Selectman Brimmer moved to authorize First Selectman Rosenthal to sign the 2005-2008 Police Contract.  Motion seconded and unanimously approved.

April 2006 Tax Refunds
Selectman Bojnowski moved to approve April 2006 Tax Refund No. 4 in the amount of $6,073.21.  Motion seconded and unanimously carried.

Added Appointments
Selectman Brimmer moved to appoint ten Marine Patrol Officers for the Lake Lillinonah Authority 2006 boating season, as outlined on Attachment A.  Motion seconded and unanimously carried.

Legal Matters
Selectman Brimmer moved to enter executive session to discuss a possible development rights purchase and to invite Finance Director Ben Spragg and Clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 5:58 pm and returned to open session at 6:16 pm.
        Selectman Brimmer moved to approve the purchase to the development rights to property as discussed in executive session and refer to the Planning and Zoning Commission as per Connecticut General Statute 8-24.  Motion seconded and unanimously carried.

Having no further business, the meeting was adjourned at 6:20 pm.
