Selectmen Meeting Minutes 01/03/06
The Board of Selectmen held a regular meeting on Tuesday, January 3, 2006 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 5:30 pm.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski, Selectman William Brimmer

ALSO PRESENT:  Town Engineer Ron Bolmer, one member of press

VOTER PARTICIPATION:  None present

COMMUNICATIONS:  None noted

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Bojnowski, the minutes of the 12/19/05 meeting were unanimously accepted as presented.


UNFINISHED BUSINESS

Road Acceptance, North Ridge Drive, Pond View Drive
Selectman Brimmer moved to accept North Ridge Drive and Pond View Drive into the Newtown Highway System and to set a maintenance bond in the amount of $106,400.00 to be held by the Town for a period of one year after acceptance.  Motion seconded and unanimously carried.


NEW BUSINESS

Road Bond Reduction, Rooster Ridge Road, “Rooster Ridge” Subdivision
Selectman Bojnowski moved to reduce the road bond for Rooster Ridge Road, “Rooster Ridge” Subdivision from $108,000.00 to $36,000.00.  Motion seconded and unanimously carried.

Driveway Bond Releases/Extensions
Selectman Brimmer moved to approve the release of four (4) driveway bonds and a six month extension for one driveway bond as outlined on attachment.  Motion seconded and unanimously carried.

Transfer – Parks & Recreation
Selectman Bojnowski moved to transfer FROM Account 01570-2000 Contingency $11,336.00 TO Account 01550-1004 Maintainers $11,336.00.  Motion seconded and unanimously carried.
        This transfer is to cover the recently negotiated contract between the Town and the Parks & Recreation maintainers.

Recommendation for Cultural Arts Commission Ordinance
Selectman Brimmer moved to approve the draft Cultural Arts Commission Ordinance, as amended by the First Selectman, and to recommend to the Legislative Council.  Motion seconded and unanimously carried.


Appointments
Selectman Brimmer moved to approve five (5) reappointments as outlined on attachment.  Motion seconded and unanimously carried.

Announcements:  Selectman Rosenthal advised that he will be attending the National League of Cities Conference in Washington DC on March 11 through March 15.   Every year, we budget for the First Selectman to attend two of these conferences.  This year, CCM is paying for Mr. Rosenthal to attend both conferences since he is now President.  He asked if either or both of the other Selectmen would like to attend the Washington conference.  They will check their schedules and advise.

Legal Matters
Selectman Brimmer moved to enter executive session to discuss a legal matter and to invite the clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 6:00 pm and returned to open session at 6:03 p.m.
        Selectman Bojnowski moved to authorize legal defense in United States v. Anne Trister.  Motion seconded and unanimously carried.

Having no further business, the meeting was adjourned at 6:05 p.m.
