Selectmen Meeting Minutes 9/12/05
The Board of Selectmen held a regular meeting on Monday, September 19, 2005 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 5:30 pm.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski, Selectman William Brimmer

ALSO PRESENT:  Town Engineer Ron Bolmer, Finance Director Ben Spragg, one member of press

VOTER PARTICIPATION:  None present

COMMUNICATIONS:  First Selectman Rosenthal received a call from the Secretary of State regarding the recent opinion from the Elections Advisory Commission to get rid of all lever machines by January 06.  The Attorney General’s office is looking into this and there will be a meeting this week at the Capitol.  Mr. Rosenthal will be attending as President of the Connecticut Conference of Municipalities.

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Bojnowski, the minutes of the 9/07/05 meeting were unanimously accepted as presented.

UNFINISHED BUSINESS – Mr. Rosenthal advised that after the Board of Selectmen approved the purchase of development rights for the Fulton property on Orchard Hill Road, the mandatory referral was sent to the Planning & Zoning Commission, who also approved.  Mr. Rosenthal advised that there will be minimal tax revenue loss to the Town since this property was being taxed as excess acreage.  


NEW BUSINESS

Fire Suppression Tank Bond Release, Newtown Heights Road, “Newtown Heights” Subdivision
Selectman Brimmer moved to release the fire suppression tank bond in the amount of $24,000 for “Newtown Heights” Subdivision.  Motion seconded and unanimously carried.

Driveway Bond Releases
Selectman Brimmer moved to release one common driveway bond in the amount of $26,230.00 for Huntingtown Road, Map 35, Block 7, Lot 25.05 and 25.06.  Motion seconded.
        The Planning & Zoning Commission is waiving the requirement for a common driveway.  It was decided that Town Engineer Ron Bolmer should contact the homeowners to verify that they want individual driveways and not a common driveway before releasing.
        Selectman Bojnowski moved to TABLE this motion until the next meeting.  Motion seconded and unanimously carried.


September 2005 Tax Refunds
Selectman Bojnowski moved to approve September 2005 Refund No. 2 in the amount of $4,175.38.  Motion seconded and unanimously carried.

Appointments –  First Selectman Rosenthal advised that he has received some recommendations for appointment to the Fairfield Hills Authority, to fill the vacancy left by Mr. Sturdevant’s moving to Brookfield.  It was decided that the Board of Selectmen will set up interviews to select a new member to the Authority.
