Selectmen Meeting Minutes 4/4/05
The Board of Selectmen held a regular meeting on Monday, April 4, 2005 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 5:05 pm.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski, Selectman William Brimmer

ALSO PRESENT:  Finance Director Ben Spragg, Town Engineer Ron Bolmer, Parks & Recreation Director Barbara Kasbarian, Parks & Recreation Commission member Ed Marks, GIS Director Scott Sharlow, Board of Education member Paul Mangiafico

VOTER PARTICIPATION:  None

COMMUNICATIONS:  First Selectman Rosenthal received a letter from the U. S. EPA putting the Town on notice that they are initiating an administrative penalty action against the Town as a result of the Reed School Oil Spill.  

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Brimmer, the minutes of the 3/21/05 meeting were unanimously accepted as presented.


UNFINISHED BUSINESS

Special Appropriation for Treadwell Soccer Field Artificial Surface
Parks & Recreation Director Barbara Kasbarian advised that they have now collected the additional $100,000 in surcharge fees and would like to increase their request at this time for the full appropriation of $275,000.   For the $500,000 project, they plan to use $225,000 from the Oakview project and the $275,000 from the surcharge fees collected from recreational users and deposited into the Capital and Non-recurring Reserve Fund.  
        Selectman Brimmer moved an appropriation in the amount of $275,000 from the surcharge fees in the Capital Non-recurring Reserve Fund to be used for the Treadwell Soccer Field/Artificial Surface, as outlined on memo from Barbara Kasbarian, dated 3/2/05 (attached to minutes).  Motion seconded and unanimously carried.

Setting of Fees for Assessor Tax Maps as PDF files and fees for GIS Datasets
GIS Director Scott Sharlow gave a computer/projector presentation of the GIS program.  He surveyed surrounding towns that have GIS to find out their fees in order to come up with his recommendations for the Assessor Maps and GIS Datasets.  
        Selectman Brimmer moved to set fees as follows:  Assessor Tax Maps as PDF Files - $3.00 per file plus $10 CD set up fee; GIS Datasets - $8,450 for parcels and contours plus $400.00 for roads and $100.00 for each additional GIS dataset.  Motion seconded and unanimously carried.



NEW BUSINESS

Driveway Bond Releases/Extensions – None

Road & Drainage Work Agreement, Bryan Lane / Washbrook Road, “Plaza South”, TP Properties, LLC
Selectman Bojnowski moved to approve Road & Drainage Work Agreement, Bryan Lane / Washbrook Road, “Plaza South”, T P. Properties, LLC in the amount of $20,300.  Motion seconded and unanimously carried.
        This road work agreement is for relocation of a portion of Bryan Lane / Washborok Road in order to remove the road from T. P. Properties property.  It provides for a 12 foot wide gravel road and a guiderail system.  

Road & Drainage Work Agreement, Cold Spring Road, “Plaza South”, T P Properties, LLC
Selectman Bojnowski moved to approve Road & Drainage Work Agreement, Cold Spring Road, “Plaza South”, T P. Properties, LLC in the amount of $31,000.  Motion seconded and unanimously carried.
        This road work agreement is for adding a delineated left and right hand turning lane on Cold Spring Road at the intersection with Route 25.  This would require road widening as well as other safety improvements, plus a 1.5 inch asphalt overlay over the entire area where the road is widened.

Road Acceptance, Winton Farm Road and Jacobs Lane
Selectman Brimmer moved to accept Winton Farm Road and Jacobs Lane into the Newtown Highway System and to set the maintenance bond at $42,000 which is to be held by the Town for a period of one year after acceptance.  Motion seconded and unanimously carried.

Memorandum of Understanding – Dept. of Emergency Management & Homeland Security
Selectman Brimmer moved the following:  RESOLVED  that First Selectman Herbert C. Rosenthal is authorized to sign the “Memorandum of Understanding Between The State of Connecticut, Department of Emergency Management & Homeland Security, and The Town of Newtown” for funds for the Town of Newtown in the amount of $82,582.  Motion seconded and unanimously carried.
        This Memorandum of Understanding authorizes the State Administrative Agency of the Department of Homeland Security to act as the Town’s agent to administer grant funds on behalf of the Town.

Appointments – None

March 2005 Tax Refunds
Selectman Bojnowski moved to approve April 2005 Refund No. 11 in the amount of $46,750.40.  Motion seconded and unanimously carried.

ANNOUNCEMENTS:  The public auction of the five houses on Mile Hill Road South will be held on April 30 at noon.  The open house will be held on Saturday, April 16 from 1:00 to 3:00 pm.  

Having no further business, the meeting was adjourned at 6:40 p.m.
