Selectmen Meeting Minutes 01/14/03
The Board of Selectmen held a budget deliberation meeting on Tuesday, January 14, 2003 at Multi-Purpose Center, Riverside Road, Sandy Hook CT.  First Selectman Rosenthal called the meeting to order at 7:30 PM

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski,
            Selectman William Brimmer
        
ALSO PRESENT: Finance Director Ben Spragg, various members of boards/commissions

ACCOUNT 330 EMERGENCY MANAGEMENT
Emergency Management Director Bill Halstead and Dive Team Director Michael McCarthy were present.
        Selectman Brimmer moved Account 330 Emergency Management in the amount of $19,350.  Motion seconded and unanimously carried.

ACCOUNT 360 LAKE AUTHORITIES
Lake Lillinonah Authority member Michael McCarthy was present.
        Selectman Brimmer moved Account 360 Lake Authorities in the amount of $36,050.  Motion seconded and unanimously carried.

ACCOUNT 370 HEALTH DISTRICT
Board of Health Chairman James Smith, Acting Health Director Dr. Thomas Draper and Director of Environmental Health Donna McCarthy were present.
        Selectman Brimmer moved Account 370 Health District in the amount of $225,447.  Motion seconded and unanimously carried.
        Finance Director Spragg pointed out that he feels this budget should be adjusted by $1,200 (decrease) to reflect Borough responsibility.  This will be checked.

ACCOUNT 410 CHILDRENS ADVENTURE CENTER
Selectman Brimmer moved Account CAC in the amount of $20,000.  Motion seconded and unanimously carried.

ACCOUNT 427 YOUTH SERVICES
Director Debbie Richardson and several members of the Board were present.
Selectman Brimmer moved Account 427 Youth Services in the amount of $160,000.  Motion seconded and unanimously carried.
Ms. Richardson advised that a needs assessment survey was completed this past hear, indicating that a comprehensive program was needed for young males.  The increase in this budget reflects the hiring of an outreach worker.

ACCOUNT 433 FAMILY COUNSELING CENTER
Board members Glen Nanavaty and Joe Humeston were present, along with Director Terry Blackmer.
        Selectman Bojnowski moved Account 433 Family Counseling Center in the amount of $52,000.  Motion seconded and unanimously carried.
        Mr. Nanavaty advised that this budget request reflects a 4% increase over last year, mostly to cover salary increases and an anticipated increase when their five year lease is renewed.

ACCOUNT 438 SHELTER OF THE CROSS
Board Chairman Duane Baumert was present along with Director Karen Messina.
        Selectman Brimmer moved Account 438 Shelter of the Cross in the amount of $2,500.  Motion seconded and unanimously carried.

ACCOUNT 380 VNA
Second Vice President Mae Schmidle was present.
        Selectman Brimmer moved Account 380 VNA in the amount of $500.  Motion seconded and unanimously carried.

ACCOUNT 425 NW REGIONAL MENTAL BOARD
Board member James Smith was present.
        Selectman Brimmer moved Account 425 NW Regional Mental Board in the amount of $1,000.  Motion seconded.
        Selectman Brimmer moved to AMEND by increasing Account 425 NW Regional Mental Board from $1,000 to $1,500.  Motion seconded and unanimously carried.
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($1,500)

ACCOUNT 419 REGIONAL HOSPICE
Selectman Brimmer moved Account 419 Regional Hospice in the amount of $5,500.  Motion seconded and unanimously carried.

ACCOUNT 420 VETERANS GUIDANCE
Selectman Brimmer moved Account 420 Veterans Guidance in the amount of $250.  Motion seconded and unanimously carried.

ACCOUNT 428 DANBURY REG. COMMISSION ON CHILDREN
Selectman Brimmer moved Account 428 Reg. Comm. On Children in the amount of $2,200.  Motion seconded and unanimously carried.  (Requested $2,500)

ACCOUNT 429 WOMENS CENTER
Selectman Brimmer moved Account 429 Womens Center in the amount of $6,250.  Motion seconded and unanimously carried.

ACCOUNT 431 DATAHR
Selectman Bojowski moved Account 431 DATAHR in the amount of $4,000.  Motion seconded and unanimously carried.  (Requested $15,000)

ACCOUNT 432 PARAMEDIC
Selectman Bojnowski moved Account 432 Paramedic in the amount of $170,000.  Motion seconded and unanimously carried.

ACCOUNT 435 AMOS HOUSE
Selectman Bojnowski moved Account 435 Amos House in the amount of $3,300.  Motion seconded and unanimously carried.  

ACCOUNT 320 FIRE
Fire Commission Chairman Kevin Cragin and Sandy Hook Fire Chief Bill Halstead were present.
        Selectman Brimmer moved Account 320 Fire in the amount of $1,038,744. Motion seconded and unanimously carried.
        Selectman Brimmer moved to AMEND by increasing line item 01320-1005 Secretary from $28,000 to $28,813.  Motion seconded and unanimously carried.  
MAIN MOTION UNANIMOUSLY CARRIED AS AMENDED ($1,039,557)

ACCOUNT 436 LITERACY VOLUNTEERS
Selectman Brimmer moved Account 436 Literacy Volunteers in the amount of $1,000.  Motion seconded and unanimously carried.  (Requested $1,500)

ACCOUNT 437 EMS COUNCIL
Selectman Brimmer moved Account 437 EMS Council in the amount of $250.  Motion seconded and unanimously carried.

ACCOUNT 439 WeCAHR
Selectman Brimmer moved Account 439 WeCAHR in the amount of $500.  Motion seconded and unanimously carried (Requested $2,500)

ACCOUNT 441 VOLUNTEER CENTER
Selectman Bojnowski moved Account 441Volunteer Center in the amount of $500.  Motion seconded and unanimously carried.

ACCOUNT 442 PARADE COMMITTEE
Selectman Brimmer moved Account 442 Parade Committee in the amount of $1,000.  Motion seconded and unanimously carried.  This request covers insurance for the Labor Day Parade.

Having no further business, the meeting was adjourned at 9:15 PM.  Budget deliberations will continue on January 17.
