Selectmen's Meeting Minutes 11/25/02
The Board of Selectmen held a regular meeting on Monday, November 25, 2002 at the C. H. Booth Library, Main Street, Newtown, CT.  First Selectman Rosenthal called the meeting to order at 7:30 PM.

PRESENT:        First Selectman Herbert Rosenthal, Selectman Joseph Bojnowski,
Selectman William Brimmer.

ALSO PRESENT: Town Engineer Ronald Bolmer, three members of public


VOTER PARTICIPATION –  Ms. Barbara O’Connor, 36 Little Brook Lane, feels it is to the Town’s advantage to contract road work rather than have it done by our Public Works Department.  She witnessed recent drainage work on Huntingtown Road.  First Selectman Rosenthal advised that we do contract most road construction work.  On Huntingtown Road, the contractors did some of the work but could not get the road finished in the time frame we needed.  Town Engineer Ron Bolmer further explained that the section of the road done by the Public Works Department was a difficult project due to the flatness of the section and the grades needed to facilitate drainage.  In addition, since we don’t often do this type of work ourselves, there were crew members training on that job.  He feels the town crews did an excellent job.  
        Regarding the Sandy Hook Streetscape project, Ms. O’Connor asked who will oversee this project.   Mr. Rosenthal answered that our Community Development Director Elizabeth Stocker works with the grants administrator, Public Works Director Fred Hurley will oversee the work and Finance Director Ben Spragg will oversee the money.

        
COMMUNICATIONS:  First Selectman Rosenthal advised that we received approval of $500,000 in Small Cities Grant funding for code updates and ADA improvements at Edmond Town Hall.
First Selectman Rosenthal received a letter from the CT Historical Commission informing us that they have approved the nomination for Reservoir Road to be on the National Register of Historic Places.  We do not know who nominated the road.

ACCEPTANCE OF MINUTES:  Upon motion by Selectman Bojnowski, the minutes of the November 4, 2002 meeting were unanimously accepted as presented.


UNFINISHED BUSINESS

Road Work Agreement – Jet Brook Road
The Board of Selectmen will visit this site with the Town Engineer on Friday, November 29.  This item will be on next agenda.



        
NEW BUSINESS

Road and Drainage Work Agreement, Old Hawleyville Road, “Meridian Ridge” Subdivision
Selectman Brimmer moved to approve Road and Drainage Work Agreement, Old Hawleyville Road, “Meridian Ridge” Subdivision in the amount of $65,200.00.  Motion seconded and unanimously carried.
        
Driveway Bond Releases/Extensions
Selectman Bojnowski moved to approve release of (6) driveway bonds as outlined on Attachment A.  Motion seconded and unanimously carried.
        Selectman Bojnowski moved to extend one driveway bond as outlined on Attachment A.  Motion seconded and unanimously carried.

Transportation Enhancement Act Program Funds for Sandy Hook Streetscape Project
Selectman Brimmer moved the following resolution:  Resolved, that the Newtown Board of Selectmen intends to provide at least 20% matching funds for the Sandy Hook Streetscape Project.  Motion seconded and unanimously carried.

Appointments
Selectman Brimmer moved Planning & Zoning Commission appointments as outlined on Attachment B.  Motion seconded and unanimously carried.
        Selectman Bojnowski moved to continue the Ad Hoc Open Space Task Force for a period of one year and to make appointments as outlined on Attachment B.  Motion seconded and unanimously carried.

Tax Refunds
Selectman Brimmer moved to approve November 2002 Refunds No. 5 in the amount of $24,028.37.  Motion seconded and unanimously carried.

Permit Fees – Barns and Riding Arenas
Building Official Tom Paternoster is recommending setting separate Certificate of Occupancy Fees for barns and arenas.
        Selectman Bojnowski moved to set Certificate of Occupancy Fees for Horse Barns and Riding Arenas Accessory Use to a Single Family Dwelling Unit as outlined on Attachment C.  Motion seconded and unanimously carried.

Public Works Contract
Selectman Brimmer moved to enter executive session to discuss the Public Works Union Contract and to invite the clerk to attend.  Motion seconded and unanimously carried.
        Meeting entered executive session at 8:00 p.m. and returned to open session at 8:25 p.m.
        Selectman Brimmer moved to authorize First Selectman to sign Agreement between the Town of Newtown and the Newtown Public Works Employees Union, effective through June 30, 2005.  Motion seconded and unanimously carried.
        

Having no further business, the meeting was adjourned at 8:30 p.m.
