MINUTES OF THE MEETING OF
THE NEWTOWN PARKS AND RECREATION COMMISSION
TOWN HALL SOUTH
DECEMBER 13, 2011

These minutes are subject to approval by the Newtown Parks and Recreation Commission.


1.  CALL TO ORDER

Chairman Marks called the meeting to order at 6:05 pm.
        
Commission Members present:  Marks, Brookes, Crick Owen,
Commission Members absent: Barczak, Yanni, Jr., and DiNicola
Staff present: Mangold, Samuelson and Reggiano
Staff absent: None
Public:  Kendra Bobowick from the Newtown Bee

OLD BUSINESS

1.  UPDATE OF THE NEWTOWN PLAN OF CONSERVATION AND DEVELOPMENT/MISSION STATEMENT

  • A draft of the Newtown Plan of Conservation and Development was handed out to all present.  Director Mangold commented that after her review of the Plan she realized that a lot has been accomplished since last Plan was compiled in June of 2002.  
  • The Plan includes an introduction, a brief description of existing recreational facilities and parks that the Department is responsible for maintaining.  It also includes Municipal Recreational Services, future parks and recreation needs, information from the Fairfield Hills Master Plan Review Report, additional recreational improvements as well as Mission and Guiding Principles.
  • The members started a page by page review of the Plan.  Many suggestions, changes and additions were made.  The Commission members will continue to review the Plan and give their suggestions to Director Mangold by the end of the week. Assistant Director Samuelson will also submit details in reference to the Eichler’s Cove portion of the report.
  • Director Mangold asked the Commission for their vision for the Department.  
2.  SURCHARGE FEES FOR SUMMER DAY CAMPS

  • Tabled until January meeting.
3.  APPROVE COMMISSION MEETING DATES FOR 2012

4.  OTHER

  • Commissioner PJ Yochum has resigned the Commission as of Friday, December 9. 2011.  Chairman Marks thanked her for her years of service and hard work on the Commission.



NEW BUSINESS

1.  OTHER

  • Assistant Director Samuelson reported that there is an issue with disposing of dog waste at the transfer station.  He asked Assistant Director Reggiano to contact other towns with dog parks to see what their policies and procedures are for disposing of the waste.  It was also suggested that she contact the dog pound to see what they do with the waste.  Perhaps once the new dog pound is built and the dog park is in use, the disposal can be combined.
