Present: Ms. Dean,  Ms. Brymer, Ms. Brymer and Mr. Wilson and Mr. Bloom.  Alternate: Mr. Mulholland in place of Mr. Poulin.  Clerk:  Ms. Wilkin

The meeting was opened at 7:30p.m.  Notice is made that the entire meeting was taped and can be heard in the Planning and Zoning Office, 31 Pecks Lane, Newtown, Connecticut

MANDATORY REFERRAL

GCS 8-24 REFERRAL FROM THE BOARD OF SELECTMEN REGARDING PROPOSED ACQUISITION OF PROPERTY

The Commission considered a referral from the Selectmen’s Office regarding property near Dayton Bridge.  They were unanimously in favor of the acquisition.

APPLICATION BY RAFFIE ARYEH FOR A ONE LOT SUBDIVISION, THREE ACRES, LOT 15, EDEN HILL ROAD AD SERENE WAY, NEWTOWN, CONNECTICUT, ASSESSOR’S MAP 12, BLOCK 5, LOT 12L15.

Jay Keillor, P.E., 755 Main Street, Monroe, Connecticut representing the applicant addressed comments from the Town Engineer regarding relocation of the driveway and Health Department.

The hearing was closed at 7:37 p.m.

APPLICATION BY NEWBROOK LLC FOR A FOUR LOT SUBDIVISION, 7 OBTUSE ROAD, NEWTOWN, CONNECTICUT, ASSESSOR’S MAP 3, BLOCK 7, LOT 15

Jim Murphy, Esq., Gregory & Adams, P.C., 190 Old Ridgefield Road, Wilton, Connecticut explained how they planned to protect Pond Brook and the new open space and conservation easements.  He distributed a letter dated July 5, 2007 from the Inland Wetland Commission containing suggestions offered by a hired water quality expert.  They had a favorable approval of the road agreement.

Matthew Popp, Environmental Land Solutions, LLC, 8 Knight Street, Norwalk, Connecticut summarized the environmental aspects.  They submitted prepared landscape plans and Water quality Basin Planting Plan.

Steve McAllister, McChord engineering Ass. Inc., 78 Danbury Road, Wilton, Connecticut summarized his meeting with the Wetland Commission, who will monitor the basins.  He distributed “Particle Removal Efficiency Computations.

Mr. Murphy noted that they are still waiting for approval from the Conservation Commission.  Their application in Brookfield had been withdrawn.  They plan to re-apply as soon as possible.

The hearing was closed at 8:10 p.m.

CORRESPONDENCE/COMMUNICATION

The Commission discussed a suggestion of Ann Mazur to put every application on the Agenda.  Ms. Dean said they will try it for a couple of months.

Ms. Brymer moved to approve the Minutes of June 20, 2007.  Seconded by Mr. Wilson.  The vote was unanimous.

Ed Scoville, Stuart Somers. 1211 Main Street South, Southbury, Connecticut showed a photograph of a building they want to erect at property at the Tech Park.  The Commission did not think he needed to go to the Advisory Review Board, just submit the site plan for the Commission’s consideration.

Elizabeth Stocker, Director of Community Development updated the Commission on her findings regarding the South Main Street Village District.  She asked the Commission to look everything over and e-mail her with comments for discussion at a future meeting.

Mr. Bloom made a motion to adjourn.  Seconded by Mr. Wilson.
