Draft Minutes for the Meeting of May 19, 2010

Committee Members  Present:     John Aurelia Sr., James Belden, Jeff Capeci, George Ferguson, Mary Ann Jacob, Richard Woycik

The meeting was called to order at 6:34 p.m. 
 
Public Participation 
  
There were no members of the public present 
 
Review and Approval of Minutes  
 
John Aurelia move to approve the minutes of the May 3, 2010 meeting and James Belden seconded.  Minutes were approved unanimously. 
 
Discussion and possible action regarding proposed changes to the Town of Newtown's Flood Control Ordinance which is number referenced as either Chapter 232 of the Newtown Code Book or as Ordinance 54B. (Public Hearing immediately proceeded this meeting)  
 
 A motion was made by Richard Woycik to recommend to the Legislative Council that it adopt the Flood Control Ordinance of the Town of Newtown as amended.  Seconded by Mary Ann Jacob.  Approved unanimously. 
 
Discussion and possible action on expanding the Design Advisory Board from 3 to 5 members, Chapter 27 of the Newtown Code Book. (Slated for Public Hearing June 2, 2010)   
 
Mr. Ferguson explained that he had moved the draft ordinance as approved by the Ordinance Committee forward by publishing it in the Bee.  The public hearing will be held on June 2, 2010.  Provided there are no problems, he will ask that the Ordinance Committee, which is meeting immediately following the public hearing, move it forward by recommending to the full Council that they consider it for adoption at their meeting, which follows the Ordinance Committee. 
 
 Preliminary discussion of the process for undertaking a Charter mandated bi-annual review of  Regulation 4, Chapter 90, Newtown Code Book, regarding Town of Newtown Purchasing and Bidding Procedures (Updates on actions)   
 
After consulting with all parties it was decided the review will commence after the adoption of a budget to ensure that people (i.e. Legislative Council, Board of Selectman, Board of Education, Board of Finance, Finance Director, School Business Manager and any other interested party) have sufficient time to dedicate to the process. 
 
 Preliminary discussion of  a new ordinance to protect children continued. 
 
The Committee briefly discussed the concept of the proposed ordinance that had not been formally been referred to them.  It was and decided that after reviewing the documents that they would like to have the Chief of Police an or Police Commission speak about the Ordinance.

Discussion of Future Meeting Dates 
 
It was determined that the next meeting of the Ordinance Committee would take place on June 2, 2010, immediately following the public hearing for the Design Advisory Board Ordinance.
