CHARTER REVISION COMMISSION


Minutes of the Charter Revision Commission Organizational Meeting held on Thursday August 26, 2010 in Meeting Room 1 at the Newtown Municipal Center, 3 Primrose Street , Newtown, CT.

Legislative Council Chairman Jeff Capeci called the meeting to order at 6:28 PM.  

PRESENT: Richard Duero, John Godin, Joseph Golden, William Lavery, Eric Paradis, Carey Shierloh, Peter Spanedda, Legislative Council chairman Jeff Capeci, one member of the public, one member of the press.  

ABSENT:  None.

ALSO PRESENT:  Legislative Council Chairman Jeff Capeci, Town Clerk Debbie Aurelia, one member of the public, one member of the press.  

PUBLIC PARTICIPATION:  None

ACTION TAKEN:
  • Swearing in of Commissioners:
  • The Charter Revision Commissioners were sworn in by Town Clerk Debbie Aurelia.
  • Election of Chairman
  • Mr. Lavery made a motion to nominate Mr. Godin for Chairman.  A brief discussion followed and Mr. Godin felt that Mr. Lavery’s experience in Town government and legal matters would benefit the Chairman’s role.  Mr. Lavery withdrew his motion.  Mr. Spanedda made a motion to nominate Mr. Lavery as Chairman.  Mr. Golden seconded the motion.  The motion was unanimously approved.  
  • Election of Vice-Chairman
  • Mrs. Shierloh made a motion to nominate Mr. Godin.  Mr. Golden seconded the motion.  The motion was unanimously approved.
  • Appointment of Clerk
  • Mr. Lavery made a motion to nominate Patrick Kelley.  Mrs. Shierloh seconded the motion.  The motion was unanimously approved.

DISCUSSION ITEMS:
Chairman Lavery stressed the importance of exploring all legal aspects of the charge to the Charter Revision Commission.  Legislative Council Chairman Jeff Capeci indicated that he has emailed the charge to the Connecticut Conference of Municipalities to request research related to the legalities and process related to the items in the charge.  Research from CCM is typically received within 10 days.  

Chairmen Lavery noted that the Commission’s first obligation is to take up the specific charge brought forth by the Legislative Council.  Issues brought forth by the public of the Commissioners must be addressed after completion of the charge from the Legislative Council.       

Legislative Council Chairman Jeff Capeci discussed the timing and process of the Commission’s recommendations, which are to be delivered in a written draft to the Legislative Council on December 15, 2010.

PUBLIC HEARING:  A public hearing will be held on Wednesday September 15, 2010 at 6:30 PM in the Council Chamber at the Newtown Municipal Center, 3 Primrose Street, Newtown, CT.  The purpose of the hearing is for public discussion on the items in the charge to the Charter Revision Commission.  In addition, the Commissioners will listen to other items that the public may want the Commission to consider.  
  
FIRST REGULAR MEETING:  The first regular meeting of the Charter Revision Commission shall be held on Tuesday, September 21, 2010 at 7:00 PM in the Council Chamber at the Newtown Municipal Center, 3 Primrose Street, Newtown, CT.

PUBLIC PARTICIPATION:  None

ADJOURNMENT:
Chairman Lavery moved to adjourn the meeting.  Motion seconded and unanimously carried.  Having no further business, the meeting was adjourned at 7:16 PM.
