Minutes of the Charter Revision Commission Meeting held on Tuesday, August 15, 2006 in the Mary Hawley Room at the Edmond Town Hall, 45 Main Street, Newtown, CT.
PRESENT: Al Cramer, Guy Howard, Joan Plouffe, LeReine Frampton, and Carolyn Signorelli
ABSENT: Joseph Hemingway
Chairman Cramer called meeting to order at 7:00 pm

PUBLIC PARTICIPATION: NONE
MINUTES: On motion from Carolyn Signorelli and a second from Guy Howard the Minutes of August 8th, 2006 were approved without correction."
Interim Chairman Legislative Council Tim Holian was the guest speaker.
DISCUSSION ITEMS:
- Discussed Legislative Councils primary functions::
a. Setting the budget and
b. Enacting ordinances
- Role of the Finance sub-committee
- Charge #7 Page 23 b-1
- Structure of the Capital Improvement Plan Page 18 501-7
- The role of the Public Building Committee
Councilman Tim Holian said he was in favor of expanding the terms of elected officials but not in favor of expanding the terms for the Board of Selectmen. He also stated that he was not in favor of the Town Manager form of government.
Mr. Holian was not if favor of Town Meetings. He suggested that perhaps after the second referendum the budget be returned to the Council for approval.
Chairman Al Cramer suggested to Mr. Holian to create a “Conflict of Interest” ordinance.
