INLAND WETLANDS COMMISSION
MINUTES
Regular Meeting of April 23, 2014 at 7:30 pm
Meeting Room #1, Municipal Center, 3 Primrose Street, Newtown, CT

These Minutes are Subject to Approval by the Inland Wetlands Commission

Present:  Kristen Hammar, Anne Peters, Mary Curran and Sharon Salling; Not Present: John Davin;
Staff Present:  Steve Maguire, Land Use Enforcement Officer

Ms. Curran noted that the proper quorum for the commission is four members.

PENDING APPLICATION

IW #13-03  Meadow Brook Road, Town of Newtown.   Application to replace existing failing culvert.

Town Engineer, Ron Bolmer, discussed the reasons for replacing an existing deteriorating culvert and answered questions by the commissioners.   They will use precast culverts.  All excavated materials will be removed from the site.  There will be rip rap protection.  The stream will be diverted.  This may need to go before FEMA (because of flood plains) and possibly the Army Corp. of Engineers.  It may take two to three months to complete.  Traffic will need to be diverted.  

Ms. Salling motioned to approve the application with standard conditions A, B, C, D, E, F, O and P with plans “Town for Newtown Meadowbrook Rd Bridge” dated 9/14/09, revised 1/5/2010.  
Ms. Peters seconded the motion and the application was approved unanimously

APPROVAL OF MINUTES Ms. Peters motioned to approve the minutes of March 26, 2014, which was seconded by Ms. Salling.  The minutes were approved as written.

STAFF REPORT – None.

OTHER BUSINESS – Ms. Peters noted that the EPA has published proposed regulations under the clean water act to clarify the federal definition of wetlands.  

ADJOURNMENT Ms. Hammar motioned to adjourn the meeting.  Ms. Salling seconded the motion which was approved unanimously.  The meeting adjourned at 7:58 pm.
