INLAND WETLANDS COMMISSION
MINUTES
Regular Meeting of September 28, 2011 at 7:30 pm
Council Chambers, Municipal Center, 3 Primrose Street, Newtown, CT

Commissioners Present:  Boily, Bryan, Curran, Hammar, Peters, Pieragostini, and Salling
Staff Present:  Rob Sibley, Deputy Director of Planning and Land Use;
Steve Maguire, Wetlands Enforcement Officer, and Tammy Hazen, Clerk

Commissioner Peters convened the meeting at 7:33 pm.  

The commission welcomed Steve Maguire, the new Wetlands Enforcement Officer.  

PENDING APPLICATIONS

Extension and Modification of IW Permit #08-19, 38 Taunton Hill Road.  Application by Taunton Hill Road, LLC to modify and extend current Inland Wetlands permit #08-19 for a riding arena and stable.

Attorney Peter Scalzo provided an overview of the proposed extension and modification to IW #08-19.  He explained that Taunton Hill Road, LLC now owns 36, 38, 42, 44, and 46 Taunton Hill Road.  The 2008 permit was for 38 Taunton Hill Road.  The current proposal is for a stable building, an indoor riding arena, an outdoor sand ring, a farrier building, and paddock areas.  He stated that this property is strictly for personal use by the owner and will not be a public facility.

Mike Lillis from CCA in Brookfield reviewed the plans in detail, including the buildings, the driveways, and drainage systems.  Peter Paulos and Phil Hubbard from PH Architects, LLC presented renderings of the property and buildings.  Some specifics include: The dumpsters will be custom made, water tight, and recessed below grade.  A ramp will be designed to flow over the side of the dumpster in order for manure to be dumped in without accidental spillage.  There will be no changes made to the pond.  Mr. Lillis said since the wetlands are a little dry so the addition of water would be helpful.  He explained that the paddock areas will not be filled and that only fencing will be installed in that area.  Also, out of the 15.2 acre site, 2.5 acres will be impervious.  

Mr. Sibley asked what the difference in impervious surface will be between the foot print of the pre-existing buildings versus the proposed buildings.  He also asked for stormwater maintenance schedules.  The commissioners who have not walk the site will do so before the next meeting.

IW #11-39  12-16 Pocono Road.  Application by Toll CT III Limited Partnership for Woods at Newtown, LLC for a proposed 178 unit residential elderly housing.

Commissioner Pieragostini motioned to set a public hearing for this application for October 12, 2011.  The motion was seconded by Commissioner Salling.  The motion was approved unanimously.

OTHER BUSINESS

Approval of MinutesCommissioner Pieragostini motioned to approve the minutes of August 24, 2011.  Motion seconded by Commissioner Salling.  The minutes were approved as written

Commissioner Pieragostini motioned to adjourn the meeting at 8:20 pm.  Commissioner Bryan seconded the motion.  The motion was approved and the meeting was adjourned.
