INLAND WETLANDS COMMISSION
MINUTES - AMENDED
Regular Meeting of July 27, 2011 at 7:30 pm
Council Chambers, Municipal Center, 3 Primrose Street, Newtown, CT

Commissioners Present:  Boily, Peters, Pieragostini, and Salling
Staff Present:  Rob Sibley, Deputy Director of Planning and Land Use; and Margaret Wilkin, Clerk

Commissioner Peters convened the meeting at 7:35 pm.   Mr. Boily was welcomed to the commission.

PENDING APPLICATIONS

#11-29    171 Huntingtown Road.  Application by Sticks & Stones to remove a tree and armore a disturbed stream bank.

Commissioner Peters recused herself from this application.
Tim Currier was present and advised the Commission that a tree fell down in 2010 and that the stream bank was significantly eroded.  Mr. Sibley was concerned about future flooding but stated that it held up well through last winter.   After discussion,

Commissioner Pieragostini to approve the application with standard conditions A, B, C, and

  • The approved plans are Lewis Brook, Newtown, CT, dated received July 12, 2011.
The motion was seconded by Commissioner Boily and approved unanimously.

Commissioner Peters rejoined the meeting.

#11-30    4 Southbrook Lane.  Application by Andrew Wiggin for a single family residence.

John Mack, Stuart Somers, representing Andrew Wiggins explained the proposal for a single family house.  This is lot 1 of a four lot subdivision.  The Commissioners have visited the site and had questions about Autumn Olive removal and witness posts.  Mr. Sibley said that most of the invasives that need to be targeted are shrubs and can easily be removed by hand. The applicant should stake the house location, septic and driveway.  The applicant will return to the next meeting.

#06-39    83 & 85 South Main Street.  Application by Robert Marinaccio for an extension of an existing permit.

Mr. Sibley noted that the Commission has been out to the site.  The current permit expires in January 2012.  Once approved, they want to do mitigation.   

Commissioner Salling motioned to approve the application with all conditions that currently exist in permit IW #06-39, and

  • The approval plans are “Site Plan Prepared for Robert Marinaccio, South Main Street, Newtown, CT, dated revised September 8, 2006 and associated plan details. Dated Revised September 27, 2006”
  • The approval permit extension is valid until January 30, 2017.
The motion was seconded by Commissioner Boily and unanimously approved.



OTHER BUSINESS

Acceptance of New Applications – None

Approval of Minutes of June 22, 2011 – Tabled

Mr. Sibley advised that due to the light agenda, the next scheduled meeting would be cancelled.  In the meantime he will prepare for the upcoming Aquifer Protection public hearings.

Commissioner Salling motioned to adjourn at 8:02 p.m., which was seconded by Commissioner Pieragostini.  Motion carried unanimously.
