INLAND WETLANDS COMMISSION

MINUTES
SPECIAL MEETING
July 22, 2010 at 6:30 pm
Newtown Municipal Center, 3 Primrose Street, Newtown, CT

Commissioners Present: Peters, Salling, Kotch, Hammar, and Bryan
Staff Present: Rob Sibley, Deputy Director Planning and Land Use;
Ann Astarita, Conservation Official; and Tammy Hazen, Clerk

Commissioner Peters convened the meeting at 7:30 pm.

PENDING APPLICATIONS

IW #10-12   4 Boggs Hill Road, Serge Harabosky.  Application for a pond dredging and stream/pond restoration.

Commissioner Peters noted that this meeting is the second special meeting set up specifically to accommodate Mr. Harabosky and that he has not attended either meeting.  The applicant has not paid the fee and the application is incomplete.  The commission has until the next meeting to make a decision.

IW #10-14   39 Tunnel Road, Charlie Payne.  Application to create a lawn within the regulated area

Commissioner Peters opened discussion.  Mrs. Payne was present to discuss her application.  

Commissioner Salling motioned to approve application with standard conditions A, B, C, D, E, and

1.      The approved plans are “Lot 5 Zoning Location Survey prepared for Charles and Michele Payne, 39 Tunnel Road” dated April 25, 2001 and submitted on July 12, 2010, revised on July 22, 2010;
2.      The applicant will submit quarterly reports on forms available on the Town of Newtown website or at the Land Use Agency until the mitigation plan is completed;
3.      The mitigation plan will be completed within two years of permit issuance;
4.      There will be no garage built without an additional separate application; and
5.      Revised plans indicate the northwest corner, previously disturbed will be either seeded or sodded.

Motion seconded by Commissioner Kotch.  Motion approved unanimously.

Commissioner Kotch motioned to accept application #10-16, 66 Edge Lake Drive for the Town of Newtown.  Commissioner Hammar seconded the motion.  Motion carried unanimously.  

The meeting adjourned at 6:50 pm
