Commissioners Present:  Cragin, Basso, Burton, Dugan, Goosman, McCulloch and Wlasuk.

The meeting was called to order at 7:00 p.m.

Minutes
 
MOTION: Burton moved that the minutes of October 19, 2009, be accepted as corrected.
Correction:  under Purchasing Agent Report, bullet 5, North Eastern request for charges changed to request that any companies that have extra pager charges see Burton.

MOTION:  Wlasuk moved to accept minutes of Annual Dinner meeting of October 26, 2009, with the change of Paul Basso to John Basso.

Fire Marshals Report:
  • Month not complete due to moving to municipal building.
  • Full report for two months will be given at next month’s meeting.
  • In the interim period for the month there were 44 calls, 456 incidents, and 405.5 hours worked.
Halstead – NHS addition, tanker truck inspection, assist FBI, town hall walk through, town hall antenna and radio installs and town hall emergency light exit light testing.
Frampton – HOM artwork, CAC fire drill, fire extinguisher training at Taunton Press
Ober – assist in building inspection at 3 Simms Lane
Zilinek – Fire Extinguisher training at Taunton Press
Recommend that District Chiefs check suppression tanks.  Sandy Hook had low tanks.

Standing Committees:
Budget:  no report.
Radio:  no report
Hydrant:  no report

Trucks:  
  • #51 leaking from radiator; #559 needs Gowans and Knight to do additional repairs on pump drive.
  • The following trucks failed DOT inspection:  223 and 552.  TRUCKS NEED TO BE TAKEN OUT OF SERVICE AND REPAIRED.
  • Pre-construction inspection with Pierce in regards to #441 on November 14, 2009 – Chairman Cragin reported that no member of the BOFC Truck Committee was present at the inspection.  This issue was discussed in detail with Sandy Hook Chief.  Future inspections need to have BOFC present.
  • Changes to truck #441:
  • Front  bumper – 2 lights and 2 air horns moved
  • 7 scene lights changed to 4
  • Moved hard suction storage
  • Lower 2 discharge line
  • Lower base of hose bed by 5 inches
  • On pump panel – 2 flow valves eliminated
  • Shorten the overall length of truck by 8 inches
  • Wheel base changed from 216 to 208 and length of truck is now 33’ 11”.
  • Atlantic Detroit – 11/25 transmission services
  • Dodgingtown/BOFC pre-construction inspection at Pierce for #221 scheduled for 12/23-12/16.
  • Chairman requested Policy and Procedure Committee to discuss liability on company-owned trucks.
  • Replacement tires to be ordered through Public Works Department.  Chairman Cragin instructed Rob McCulloch to inform Mike Burton of details.
Policies and Procedures – Jeff Dugan distributed updated policy and procedures for the BOFC to review and act on at next meeting.
  • Fire Apparatus/DOT inspections.
  • Fire Apparatus town-owned purchases with vendor trips.
  • Training funds.
  • Food reimbursement/out of town trips.
NUSAR:    McCarthy will offer a drill with NUSAR to fire companies in the future if companies thought it would be helpful.

Purchasing Agent:  
  • Missing reports on response program from Hawleyville
  • Missing reports on rosters – Hawleyville
  • Insurance disbursement information missing from Hawleyville and Dodgingtown.
  • Hose testing resulted in many hoses failing.
  • Burton will dispense extra hand lines in stock.
  • 5” hose cannot be replaced currently as it is not in the budget.  This situation will be reviewed at the end of the year.
  • Capital bud list spreadsheet reviewed.
MOTION:  Burton moved to purchase capital items at lower bid (excluding NHL Rescue jackets).  (SEE BID LIST ATTACHED)

Public Participation:
  • Halstead would like to see firefighters on the Budget Committee.
  • Halstead feels companies were penalized by two companies that abused food reimbursement on trips.
  • Farrell – ambulance is putting into place portable radios.  Consideration – old vehicle radios could be used by Fire.
  • Dobson – in regards to pre-construction inspection trips…the Company Truck Committee knows what’s important and the BOFC Truck Committee should be working with the Company Truck Committee.

New Business:

  • Training Requests
MOTION: Dugan moved to reimburse Botsford Fire and Rescue $1600 for four members - class 2Q training and testing; and Danbury Burn Building rental fee of $300.

MOTION:  Burton moved to reimburse Sandy Hook in the amount of $320 for 1 firefighter MRT training book, testing and certification; and 1 firefighter EMT basic.
SECONDED:  Dugan
MOTION PASSED

MOTION:  R. McCulloch moved to reimburse NH&L in the amount of $2500.00 for medical response technician training for 10 members.
SECONDED:  Dugan
MOTION PASSED

At 8:14 p.m. the BOFC moved into Executive Session.
At 8:29 p.m. the BOFC moved out of Executive Session.

There being no further business the meeting adjourned at 8:30 p.m.
