Board of Finance Minutes 3/01/05
The Board of Finance held a special meeting on Tuesday, March 1, 2005 in the meeting room at C. H. Booth Library, Main Street, Newtown, CT.   Chairman John Kortze called the meeting to order at 7:40 pm.

PRESENT:  John Kortze, James Gaston, Harrison Waterbury, Michael Portnoy, Peter Giarratano,  Joseph Kearney  (9:20)   
                     
ALSO PRESENT:  First Selectman Herbert Rosenthal, Finance Director Ben Spragg, Library Trustees President William Lavery, Trustees Treasurer Kelly Urso, one member of public, one member of press

PUBLIC PARTICIPATION:  None noted at this time

COMMUNICATIONS:  None noted

OLD BUSINESS

Resolution – Reed Intermediate School Oil Spill Remediation and Clean Up
Mr. Portnoy moved to waive the full reading and adopt the resolution entitled “Resolution Appropriating $1,000,000 For The Reed Intermediate School Oil Spill Remediation And Related Clean Up And Authorizing The Issuance Of $1,000,000 Bonds Of The Town To Meet Said Appropriation And Pending The Issuance Thereof The Making of Temporary Borrowings For Such Purpose”, a copy of which is attached hereto, and to recommend to the Legislative Council for consideration and action.  Motion seconded and carried upon roll call vote:  5 YES (Kortze, Gaston, Waterbury, Portnoy, Giarratano)  Kearney had not yet arrived.

NEW BUSINESS

Presentation of Board of Selectmen Proposed 2005-2006 Budget
First Selectman Herbert Rosenthal distributed copies of an overview of the proposed budget (copy attached).  
        Booth Library Board of Trustees President William Lavery and Treasurer Kelly Urso distributed copies of financial information regarding the Library.  Judge Lavery advised that the Library “collection” is currently underfunded by $125 - $150,000.  The money from The Friends of the Library is the only source for adding to the collection.  The Friends of the Library currently have $243,000 in their account.  The money they give to the Library is only to be used for the collection and for the items they specify.  Judge Lavery and Ms. Urso answered several questions regarding the Library budget and finances.
        First Selectman Rosenthal then answered questions about line items in the proposed budget.  

Having no further questions, the meeting was adjourned at 9:50 pm.
