MINUTES: CLEAN ENERGY TASK FORCE – DEC. 23, 2008
SPECIAL MEETING
A special meeting of the task force was called to prepare an RFP for a Purchase Power Agreement ( PPA) to add approximately 70 additional KW of solar panels to the Reed Intermediate School. The meeting was held at the Inn at Newtown. Meeting was called to order at 4:40 by the Chairperson, Dan Holmes.
PRESENT: Ryan Clancy, Terrence Ford, Dan Holmes, Dave Stout and Kathy Quinn. ABSENT: Pam Buchler, Ted Kreinik, Neil Perone and Ben Toby.

OLD BUSINESS:
RFP TASK FORCE – Dan reported that he spoke with Bob Wall, Emily Smith and Jillian Carbone at the CCEF. They all confirmed that the deadline for submissions for PPA funding is 1/15/09. This means that we have to obtain a minimum of 3 RFP’s, have them reviewed, select a vendor and have all approvals necessary to sign and obtain a contract to submit by that date. Dan also confirmed with Bob Tate in the Finance Dept. that all he needs a minimum of 3 RFP’s.
Terrence made a motion to create the RFP and it was seconded by Ryan. A draft of the RFP was then prepared by Ryan. The following items were to be included in the RFP:
Number of vendor’s clients, minimum of 3 references, pricing and buyout options and maintenance responsibilities.
We also need to note in the RFP that these panels would be in addition to the 4 panels that the State will be installing at the same site. Dan will also contact Ron Vincoski at the Reed School to determine what they are currently paying for electricity. It was decided that Dan would be the main contact for any vendor questions.
Ryan agreed to have a draft ready by 10:00 p.m. for review and Dan would have the final version distributed to a minimum of 3 vendors by 12/26/08. Contact between vendors and Dan should be by email or phone to expedite the process.
ADJOURNMENT: Dave made a motion to adjourn the meeting which was seconded by Ryan. The meeting ended at 5:20.
