MINUTES
REGULAR MEETING
January 9, 2007, 5:00 P.M.
31 PECKS LANE
Newtown, CT
PRESENT: BARKMAN, CRAMER, FERGUSON, HOVIOUS WILSON AND WRIGHT



I. Public Participation
None noted
1.      Election of Officers for 2007
Wright nominated Hovious as Chairperson, second by Cramer
Ferguson nominated Barkman as vice-chair second by Cramer
Barkman nominated Ferguson as Secretary second by Cramer

All voted in favor of the above nominations

II. Minutes Approval for 12/12 meeting
Wright made a motion to accept the Minutes of December 12, 2006, motion second and unanimously carried.

III. Old Business
1.      Introductory letter to Boards/Commissions - Comments from Commissioners on draft letter provided at last meeting. There was discussion, Commissioners Barkman and Cramer made grammatical changes. There were other boards and committees added to the proposed letter, the Conservation Official would distribute the revised document.

2.      Proposed Bee article (draft attached) - Comments from Commissioners on draft.  Approve for submission. Tabled to the next meeting.

3.      Group priorities for future work - Comments from Commissioners on draft provided at last meeting.  

1. Identify and preserve Open Space
2. Education and Corridors
3. Noise/light pollution
4. Protecting watershed-Environmentally friendly buildings


Barkman move to add Air to No3. (Noise, light and air pollutions), and to be called Priority List but not ranked in set order, second by Ferguson; all voted in favor.
 
4.      Status on Commissioners rating of proposed industrial park site using Open Space criteria

Barkman said that the site was the highest ranked at 78%, out of all the properties reviewed by the Conservation Commission.

5.      Education subgroup report
Barkman reported that the subcommittee is working on a list for aquifer protection education.

6.      Commissioners comments on draft property transfer procedure work process
The Conservation Official would send a copy of the draft to all the Commissioners before the next meeting.

7.      Saugatuck Watershed Meeting report
Conservation Official reported that he would be attending a meeting with the GIS Coordinator.  

8.      Staff recommendation on CC review of all P&Z applications
It has been requested that all agendas and minutes be sent to other boards and committees

9. GE NRD grant update
Conservation Official reported that the Town of Newtown would be applying for a grant for the corner of Glen Road and Walnut Tree mitigation plan.

IV. New Business

2.      Sandy Hook design guidelines
The Commission never received a copy of the guidelines
3. Views of Newtown
There was discussion about including the viewpoints in the GIS.
