CONSERVATION COMMISSION

SPECIAL MEETING
June 27, 2006, 6:00 P.M.
Kendro Labs, 31 Pecks Lane
Newtown, CT  


PRESENT: HOVIOUS, BARKMAN, CRAMER, WILSON AND WRIGHT (came in at 6:20 p.m.)
NOT PRESENT: FERGUSON AND LURIE


I.      Accepting of Minutes
Wilson made a motion to accept minutes of June 13, 2006, second by Cramer, carried 4-0.
The minutes should reflect the following changes: on Mandatory Referrals, paragraph 3 should say “Raffie” not “Faffie”, “met” not “meet”.

II.     Public Participation
-None noted
-Conservation Official said that the residents of Newtown have been calling inquiring about Conservation Commission meetings.

III.    Correspondence and Communications
-The Conservation Official sent a letter to Mr. Palmieri, Of Southbury, in behalf of the Commission, regarding open space regulations.
-The memos responding to mandatory referrals will be sent by the secretary or the chairman of the commission.

IV.     Old Business
-Motion was made and unanimously carried to approve amendments to the June 13, 2006 motion respecting Newtown Heights, second by Cramer; carried 5-0. The amendments are as follows:

Wilson made a motion to request the applicant “to provide” an additional access easement to be located off Newtown Heights Road that would link the end of the cul-de-sac with the open space that “The easement” would run between lots 15A and 15B, along the property line that divides lots 15A and 15B and into the Town of Newtown Open Space, accessing a 15’ wide equestrian trail easement. It is also recommended to request that the existing open space be posted with the town of Newtown open space markers.

-Barkman reported that Newtown Tree Project would buy trees and give them out to Newtown residents at the Labor Day Parade, she also asked the Commission to become part of the event;
Cramer moved to support the suggestions for Labor Day Parade in terms of providing trees for the residents of Newtown, second by Wright; all voted in favor.

-Discussion about Al’s Trail to have a board with bylaws in order to have tax status 501c3
-The Conservation Official said he would find out about Town vs. none profit organization in terms of tax benefits.

V.      Executive Session
Barkman made a motion to enter executive session at 6:45 p.m. second by Cramer; carried 5-0.
