Minutes of the regular meeting of the Borough of Newtown Board of Burgesses on Tuesday, March 8, 2011 at Edmond Town Hall, Newtown, CT. In Warden Gaston’s absence, Second Senior Burgess Jay Maher called the meeting to order at 7:33 p.m.


Present: Second Senior Burgess Jay Maher, Burgess Anthony Baiad, Burgess Betsy Kenyon, Burgess Bill Lucas, Clerk Ann Benore, Tax Collector Jodie Enriquez, Zoning Officer Jean St. Jean

Absent: Warden Jim Gaston, Senior Burgess Joan Crick, Treasurer and Burgess Marie Walker


Burgess Baiad made a motion to accept the February 8, 2011 special meeting minutes, seconded by Burgess Kenyon and unanimously approved.

Public Participation: None.

Warden’s Report: No report due to Warden Gaston’s absence.

Tree Warden: No report due to Rob McCulloch’s absence.

Tax Collector's Report: Tax Collector Enriquez reported the following:  Total Taxes Due for the List of 2009: $168,497.50.  Current Taxes $163,798.29; Back Taxes $3,422.59; Interest $2,085.43; Lien Fees $408.00; Return of Overpayments ($3,014.88). Total Submitted to Treasurer to Date $165,500.00. Current Taxes Collected 95.4%.

Burgess Kenyon made a motion to accept the Tax Collector’s Report, seconded by Burgess Baiad and unanimously approved.

Treasurer’s Report: Clerk Ann Benore presented the report due to Treasurer Marie Walker’s absence:  A transfer of $25,000.00 was made to cover this month’s invoicing. The total in the NSBMM account is $213,666.15 to date. Capital Reserve is $1,896.99 as of February 28, 2011.  Payment of the legal bill submitted by Don Mitchell will be spread over 3 months per Warden Gaston.

Burgess Kenyon made a motion to accept the Treasurer’s Report, seconded by Burgess Baiad and unanimously approved.

Zoning Officer’s Report: Zoning Officer Jean St. Jean reported that a doctor is interested in buying 27 Church Hill Road.  Dr. Beck is still getting plans together for 12 Queen Street.  Mr. Patel, owner of Newtown Convenience Store, said that Church Hill Liquors is interested in moving into the old flower shop portion of his store.  Ms. St. Jean said the matter is being looked into regarding proximity to Hawley School and zoning regulations.  Discussion followed.  

Historic District: Burgess Kenyon had nothing new to report.

Sidewalks: Second Senior Burgess Maher reported that the sidewalks appear to be in bad shape due to the weather and he will look into the matter.

Streets & Parks: Second Senior Burgess Maher reported that the park bench in front of the General Store was destroyed due to plowing and he will look into a replacement.

Old Business:  None.

New Business: Zoning Officer St. Jean spoke about the art group that met and will be using Edmond Town Hall for workshops, etc.  Ultimately, ETH would become a community building.

Public Participation: None.

There being no further business, Burgess Baiad made a motion to adjourn the meeting at 8:31 p.m., seconded by Burgess Kenyon and unanimously approved.
