BOROUGH OF NEWTOWN
NEWTOWN, CONNECTICUT

Minutes of the meeting of the Borough of Newtown Board of Burgesses on Tuesday, November 9, 2010 at Edmond Town Hall, Newtown, CT. ~Warden Gaston called the meeting to order at 7:45 p.m.

Present: ~Warden James Gaston, Senior Burgess Crick, Second Senior Burgess Maher,

Absent: ~~None

Senior Burgess Crick made a motion to accept the October 12, 2010 meeting minutes, seconded by Burgess Marie Walker and unanimously approved.

~~~~~~~~Public Participation: None.

Warden’s Report: ~Warden Gaston did not have much to report.  He did want to thank the town and Senior Burgess Crick for implementing a successful move of the Borough Office.  All agreed that the new office located at Edmond Town Hall looked great.


~~~~~Tree Warden:  Rob McCulloch reported that the list of trees he spoke about at the last meeting will be ready to go out and be available at the next meeting.  The only tree that needed expediting was Bob Geckle’s tree.  Hollandia Nursery reported that the trees were in already and should be planted in the next couple of weeks.  Second Senior Burgess Maher confirmed that he spoke to Mr. Geckle about putting one tree in, however, Mr. Geckle would like two trees.  Burgess Maher reminded all that the Borough will be responsible for the first $500 of the project. Burgess Kenyon inquired about the tree on her property and Mr. McCulloch said that he has yet to speak to the State about it.


~Tax Collector's Report: ~Tax Collector Enriquez reported the following: ~Total Taxes Due for the List of 2009: ~$168,497.50. ~Current Taxes $160,470.24; Back Taxes $3,276.42; Interest $1,887.96; Lien Fees $384.00; Return of Overpayments ($1,242.65). ~Total Submitted to Treasurer to Date $161,000.00. ~Current Taxes Collected 94.5%.

Burgess  Kenyon made a motion to accept Tax Collector’s Report, seconded by Burgess Baiad and unanimously approved.


Treasurer’s Report: ~Treasurer Walker reported the following: ~A deposit of $3,000.00 was made from Tax Collector Jodie Enriquez making a total of $161,000.00 to date.  A deposit of $1,394.38 was made from Zoning Officer Jean St. Jean for building fees, etc.  A transfer of $2,000.00 was made to cover this month’s invoicing, making a total of $288,202.40 as of November 11, 2010.  

~~~~~~Treasurer Walker requested that a special appropriation be made of $2,000.00 from the Contngency Fund to Office Maintenance & Supplies to cover October bills.  

Second Senior Burgess Maher made a motion to move $2,000.00 from Contingency Fund to Office Maintenance & Supplies account to cover October’s expenses, seconded by Burgess Baiad and unanimously approved.

Burgess Kenyon made a motion to accept the Treasurer’s Report, seconded Burgess Baiad and unanimously approved.


Zoning Officer’s Report: ~Zoning Officer St. Jean reported that her office took down at least 150 political signs after the election which were on town property.  She also stated that many tag sale signs are being posted in the Borough for tag sales outside the Borough.  Ms St. Jean said that these issues will have to be addressed and  amendments should possibly be made to the regulations.  Discussion followed.

Burgess Kenyon reported that a gentleman, Richard Cole, called her to state that Seymour has a blight ordinance and wondered whether Newtown had such a regulation.  Zoning Officer St. Jean and Warden Gaston agreed that to have such an ordinance in place would cause taxes to increase.  Warden Gaston agreed to send letter to Mr. Cole to explain the situation.

Zoning Officer St. Jean reported that the next meeting for the Newtown Firehouse project will be held on November 16th at Town Hall South.  Inland Wetlands will close the hearing.  If the result is negative, than the project is over.  Discussion followed.


Historic District: ~Burgess Kenyon reported that there will be a public hearing on November 15th to discuss an application from the water company for a shed next to Town Hall South.  She also reported that a draft for the Historic District signage was done by A Sign Depot, but needs to be redone because of a misspelling.  The work is all paid for and the sign will be posted in the spring.   

Sidewalks:  Second Senior~Burgess Maher reported that the Rohmer sidewalk project began today and should be completed by Friday or Saturday.

Streets & Parks: ~Second Senior Burgess Maher stated that there is nothing new to report.


Old Business:  None.


New Business:  None.

A special meeting of the Borough of Newtown Board of Burgesses will be held on Tuesday, December 14, 2010 at 7:30 p.m. in the Borough Office at Edmond Town Hall.

There being no further business, Burgess Walker made a motion to adjourn the meeting at 9:10 p.m., seconded by Burgess Kenyon and unanimously approved.
