JANUARY 18, 2010
1. In Attendance: Ann Miles, Planning Board Chairperson; and Barbara White Planning Board Member. Minutes were transcribed and typed by Administrative Assistant, Lisa Babcock.
Also in attendance: Frank Lospennato of 41 Currierville Road.
Miles called the meeting to order at 3:39.
2. F. Lospennato - discussion regarding proposed home based business at 41 Currierville Road.
Mr. Lospennato explained that his plan is to run an auto repair shop in his home garage. This would be light repairs, no oil changes. He said mainly front end work, exhaust systems, breaks, and other similar repairs.
The garage is 2-bays and has living space above it. The garage is sheet rocked. The addition was put on in 2005.
Miles suggested that Mr. Lospennato check with the fire department and building department to see if they have any issues with the business. She also encouraged him to contact his neighbors.
White asked how many cars Mr. Lospennato expects to have on his property at one time. He said he did not intend to fill up his driveway and make it a parking lot. He only expected to have one or two cars in for service at a time. Any cars that were there for service will be in the garage. He said he does not expect it to be a full time job at this time but hopes it will become a full time job in the future.
Miles said the board will want to know exactly what types of repairs will be done, what the volume will be, and how will the waste oil and other waste materials be disposed of.
White said he will need to discuss the exhaust issue with the fire chief because of the living space above.
Mr. Lospennato was tentatively scheduled to appear before the board for a public hearing on February 23rd since the March meeting is cancelled due to voting.
Miles also noted that if the house is sold in the future, the business will not be sold with the house.
Mr. Lospennato departed at this time.
White added that the board might want to have proof that the insurance company will allow the business.
3. Bill Chase – discussion regarding home improvement business at 185 South Main Street
Mr. Chase did not attend the meeting.
4. Accessory Apartments – two individuals with existing accessory apartments have requested to speak with the planning board at a work session. Miles said they should have sketches showing the square footage of the apartments, septic system designs and have the code enforcement officer walk through the apartments.
The secretary noted that there is an impact fee of $615 for accessory apartments but will check the zoning ordinance to see why it is imposed.
Miles asked the secretary to check with town counsel to see if the town could have an "amnesty" period for people to have existing accessory apartments reviewed and come under compliance.
5. Adjourn: Miles adjourned the meeting at 4:30 pm.
