AUGUST 17, 2009
1. In Attendance: Ann Miles, Planning Board Chairperson; and Barbara White and Frank Gibbs, Planning Board Members. Minutes were transcribed and typed by Administrative Assistant, Lisa Babcock.
Also in attendance: Dennis Quintal of Civil Construction Management.
Miles stepped down and White called the meeting to order at 3:30 pm.
2. Ann Araki, 4-lot subdivision and roadway extension at 9 Sarah's Way (Tax Map 10, Block 2, Lot 10-7): Ms. Araki was not present. Ann Miles recused herself to represent Ms. Araki.
Mr. Quintal said the property is just under 9 acres and will be subdivided into 4 single family lots. There is a proposed right of way off the existing cul-de-sac of Sarah's Way that will end in a second, somewhat modified cul-de-sac.
Mr. Quintal will work with Nancy Wrigley to get the correct lot numbers for the 4 proposed lots.
Mr. Quintal then reviewed the grading and drainage plan. There will be one crossing over the wetlands that will feed into 2 driveways for the lots at the end of the cul-de-sac. Mr. Quintal will ask for some waivers on the road specifications – pavement width 18' instead of 24' and 35' radius in the cul-de-sac instead of 62'. Mr. Quintal has spoken to the fire department and was told that as long as the trucks can turn around in the cul-de-sac, the smaller radius should be sufficient.
White asked how long the road will be – Mr. Quintal said about 300'.
Mr. Quintal said he wanted to minimize the amount of pavement and the disruption of the wetlands in his design. There are other options for the design of the cul-de-sac.
A note will be required on the plans stating that each home will have a sprinkler system. Gibbs said the hours of operation for construction should also be listed on the plans – 7 am – 7 pm Monday – Friday, 8 am – 5 pm on Saturday, no construction on Sunday.
Mr. Quintal said the wetland crossing and application for subdivision must go to the state.
Gibbs said the shoulders should be 4' not 2'. There should also be a place in the cul-de-sac for snow storage. White asked that Mr. Quintal supply plans to show the options for the cul-de-sac design.
Gibbs said "no outlet" and "yield" signs should be added.
Mr. Quintal pointed out that the wetland crossing is an extension of the road and not a shared driveway. The road will be a town road. The road will just be a continuation of Sarah's Way (and not called an extension).
4. Adjourn: The meeting was adjourned at 4:30 pm.
