January 19, 2009 Technical Review Committee Meeting Notes

In Attendance:
Ann Miles, Planning Board Chairperson and David West, Circuit Rider Planner. Minutes were transcribed and typed by Administrative Assistant, Lisa Babcock.
Also in attendance: Dennis Quintal of Civil Construction Management, Inc. and Coleman McDonough.
The meeting came to order at 3:30 pm.
1. Plan NH – Miles discussed the Plan NH application briefly with David West. She reiterated the importance of inviting other departments and individuals to participate in the application process. The application will be discussed at the January work session.
2. Coleman McDonough, Puzzle Lane, Tax Map 14, Lot 1, Block 27-1. Discussion regarding a site plan for a proposed 2nd building to be constructed on this lot.
Mr. McDonough explained that he has been to the Board of Appeals and received waivers on setbacks for this project.
Mr. Quintal stated that the new building will tie into the existing well and septic. Parking for employees and customers will be in front of the building and it will use the same entrance as the existing building. The building will look the same as the first structure.
Miles asked if a community well will be required. Mr. Quintal said that as long as the number of employees stays at or below 24 a community well is not required by the state. A note will be added to the plan indicating that a maximum total of 24 people can work in the 2 buildings.
Miles asked how the septic would be protected from contaminates. Mr. McDonough said there are no floor drains; the septic system is to be used for the toilets and hand sinks only.
Mr. Quintal noted the location of the dumpster and then described the drainage design. Waters drains to a separate lot owned by Mr. McDonough. An easement will be required for the drainage pond.
Miles asked if the building would have a sprinkler system. Mr. McDonough said it is less than 5,000 sf so it will not need a sprinkler system according to the Selectmen's Ordinance.
Miles asked if the units are condos and whether condo documents are required. Mr. McDonough said yes to both.
It was noted that there were conditions attached to the Board of Appeals variances. Shaded lights must be used on the back of the building to protect the abutter and a proper buffer and tree-topped berm must be in place also to protect the abutter (Scott Herman 14/1/7-1).
