NEWTON BOARD OF SELECTMEN
DATE: TUESDAY, March 13, 2017

EMERGENCY MEETING MINUTES

I.      Call to Order
Chairman Doggett called the meeting to order at 6:29 pm.  In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice Chairman Lawrence B. Foote, Lisa L. Gonyer; Nancy J. Wrigley, Town Administrator and Diane M. Morin, Selectmen’s Secretary.  The public meeting was audiotaped; minutes were transcribed and typed by Diane Morin.  Robert Donovan was excused this evening.
II.     Scheduled Business
A.      Preparations for Town Elections
Chairman Doggett gave the floor to Town Moderator, Robert S. Dezmelyk, who informed the Selectmen that the second Town session will take place as scheduled, March 14, 2017 from 8:00am to 8:00pm.   Due to the impending storm, Town Moderator Dezmelyk asked all election staff to not bring their own private vehicles due to the limited amount of parking space available and the need to plow those spaces so voters will have a place to park.   Transportation will be provided to election staff after the polls close using various vehicles.  The Road Agent, Mike Pivero, Newton Police and Fire Departments will assist with providing transportation.  

Town Moderator Dezmelyk, went on to explain that the walkways and stairs will need to be kept cleared.  A member of the Highway Department will be stationed at the Town Hall while the polls are open to keep the pathways clear.  

Town Moderator Dezmelyk stated that election staff should come prepared.  They should bring food, medications and any other essentials they need should they not be able to get home.  

Candidates will not be allowed to stand in the vestibule.  However, they can enter the town hall lower level to get warm.  They should not bring in any signs or other political paraphernalia into the lower level.

Police Chief Jewett suggested that the parking lot at 8 Merrimac Street could be used for staff.  Upon further discussions, it was deemed not feasible because there was not enough time to coordinate transportation to and from the site.  
The floor was returned to Chairman Doggett for discussion on the whether to open the Transfer Station and Town Hall.
Selectman Gonyer moved to keep the Transfer Station closed on Tuesday, March 14, 2017 due to impending bad weather.  Seconded by Selectman Burrill with a unanimous vote.  

Selectman Gonyer moved to close the Town Hall Offices and to inform non-essential personnel not to report to work on Tuesday, March 14, 2017.  Seconded by Selectman Burrill with a unanimous vote.

III.    Adjourned at 7:19pm with a unanimous vote.
