NEWTON BOARD OF SELECTMEN
DATE: MONDAY, JANUARY 16, 2017

MEETING MINUTES

Call to Order:  
Chairman Doggett called the meeting to order at 6:30pm.  In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice-Chairman, Robert S. Donovan, Lawrence B. Foote and Lisa L. Gonyer.  Also in attendance was Town Administrator Nancy Wrigley and Diane Morin, Selectmen’s Secretary. The public meeting was recorded; minutes were transcribed and typed by Diane Morin, Secretary for the Board of Selectmen.

Approval of Minutes
  • Selectmen’s Public Meeting minutes dated January 10, 2017
Selectman Burrill moved to accept the minutes as written dated January 10, 2017.  Second by Selectman Foote with a unanimous vote.

Scheduled Business
  • Department of Revenue Administration: Tax Year 2016 Sales Ratio is 96.9%
Chairman Doggett announced the tax year ratio, 96.6%, for 2016 as set by the State of New Hampshire Department of Revenue Administration.

  • 2017 Standard Mileage rates.  
Selectman Burrill moved to accept the standard mileage rate of 53.5 cents per mile as set by the IRS. Second by Selectman Foote with a unanimous vote.

  • Per RSA 31:95-b to accept and expend unanticipated funds in the amount of $387 from First Congregational Church of Kingston to the Newton Food Pantry.
Selectman Gonyer moved to accept and expend the unanticipated funds in the amount of $387 from the First Congregational Church of Kingston to the Newton Food Pantry.  Second by Selectman Foote with a unanimous vote.  

  • Cable Committee
  • Acceptance of resignation of Mary Winglass as a member of the Cable Committee.  
Selectman Gonyer moved to accept the resignation of Mary Winglass with thanks for her service.  Second by Selectman Foote with a unanimous vote.
  • Acceptance of resignation of Diane Morin as Station Manager.  
Diane Morin will remain on the committee as the liaison for the Board of Selectman.  Selectman Gonyer inquired if there was a job description for the Station Manager position.  Chairman Doggett responded that this matter will be brought up at the next Selectmen’s meeting.  

Selectman Gonyer moved to accept the resignation of Diane Morin with thanks for her service.  Second by Selectman Foote with a unanimous vote.

E:   Review Budget and Warrant Articles.
        a. 2017 Budget Spreadsheet with Default
The Budget spreadsheet with Default was approved at the January 10, 2017 meeting.  The proposed 2017 Operating Budget is $3,165,537 and the Default Budget is $3,168,716.

b.  2017 Tax Impact
The Board reviewed the tax impact and warrant articles in unison.  

Selectman Burrill reviewed the tax impact for the Fire Station Building Bond.  The tax impact would be 23 cents per $1,000 of assessed value. The tax impact in 2016 was 15 cents per $1,000 of assessed value.  Selectman Donovan explained the increase is due to cost of materials going up.

Selectman Burrill questioned whether or not all the services under article 7 are used by the town residents.  The Town Administrator, Nancy Wrigley, stated that all the services listed are used by residents.  She also informed the Board that without these services the Welfare budget would increase as the town would need to pay for the services. She also explained the increase in dollar amounts for article 7 for 2017 came from Rockingham Nutrition Meals on Wheels.  The increase was $600 more than last year, 2016.

The Board reviewed articles 10, 11 and 12.  These articles will provide exemptions for tax payers that meet the requirements as outlined in the articles.
  • 2017 Warrant Articles  
The Board reviewed the warrant articles under agenda item “2017 Tax Impact Town Rev”.

Announcements

Other Business, Sign Manifests, Requisitions, Abatements, Tax Credits, Correspondence and Appointments
Selectman Burrill moved to abate $28.62 for Mr. Michael Paradis Trustee of Paradis Living Trust.  Second by Selectman Foote with a unanimous vote.

Selectman Gonyer moved to abate $35.95 for Justine Juarez Estate c/o Mark Fitzgerald.  Second by Selectman Foote with a unanimous vote.

Selectman Gonyer moved to abate $32.72 for Mr. William Woodhouse.  Second by Selectman Foote with a unanimous vote.


Chairman Doggett recessed the meeting at 6:55pm.
Chairman Doggett call the meeting back to order at 7:51pm.  
Selectman Burrill announced that on February 4, 2017 the deliberative session will start at 9:00am in the Town Hall with a snow date of February 11, 2017.
Chairman Doggett announced that on March 14, 2017 the Town elections will be held.  The polls will be open from 8:00am to 8:00pm in the Town Hall.

No further business was brought before the Board.
