PUBLIC MEETING MINUTES

  • Call to Order
Chairman Doggett called the meeting to order at 6:07 pm.  In attendance were Selectmen James L. Doggett, Chairman, Matthew A. Burrill, Vice Chairman, Robert S. Donovan, Jr., Lawrence B. Foote, and Lisa L. Gonyer.  The public meeting was recorded; minutes were transcribed and typed by Town Administrator Nancy J. Wrigley.

Police Chief Michael Jewett’s Contract
Police Chief Jewett was in attendance.

Selectman Burrill moved to extend a one-year contract to Michael Jewett as Chief of Police of the Town of Newton for the period beginning December 20, 2016 and ending on December 20, 2017 with a rate of pay of $70,699.20.  Second by Selectman Donovan with a unanimous vote.

The Board of Selectmen and Police Chief Jewett signed the one year contract.

Town Clerk/Tax Collector Mary Jo McCullough came into the meeting and performed the swearing in of Police Chief Michael Jewett by Appointment and Oath of Office, with an expiration date of December 20, 2017.  

Tax Bill Concern

Mary Jo McCullough asked the Board if she could speak with them regarding her concern that a lot of the residents have not received their tax bills.  She informed the Board that they have filed a complaint with the post office only to be told they would look in to it.  The Board asked Mrs. McCullough to keep them informed as to the status of this matter.

Town Administrator Nancy Wrigley’s Contract

Selectman Burrill moved to extend the contract to Nancy Wrigley as Town Administrator for the period beginning December 22, 2016, ending on December 31, 2018 with an annual salary of $71,441.00.  Second by Selectman Gonyer with a unanimous vote.

The Board of Selectmen and Town Administrator signed the contract.
Selectmen’s Secretary Diane M. Morin

Town Administrator Wrigley informed the Board that Ms. Morin was offered the secretary position with a yearly salary amount, which she accepted, but they now need to vote on the Grade and Step, with an effective date.    

Selectman Gonyer moved to hire Diane M. Morin as the Selectmen’s Secretary at Grade XIV Step 10, effective 01/01/2017.  Second by Selectman Donovan with a unanimous vote.

Letter to East Kingston Selectmen - Ambulance Purchase

Per the request of Fire Chief John Alcaidinho, Town Administrator Wrigley prepared a letter to the East Kingston Board of Selectmen stating the Town of Newton voted on December 20, 2016 to purchase their 2005 Ambulance for $15,000.  The Board of Selectmen signed the letter.

Selectman Gonyer moved to adjourn the meeting at 6:34 pm.  Second by Selectman Burrill with a unanimous vote.
